BACKGROUND The last increase to the Parks Dedication fees was made in January of 2005. The Parks and Recreation Commission reviews the fees at least once per year to see that we are keeping fees in hne with the fair market value of land. Staff recently received the results of a Park Dedication Fee Survey conducted by Ingraham and Associates and has included a copy m your packet. Please keep in mind the fees for many cities have been increased since the survey was released. Also attached is an explanation of how the City of Rosemount calculates our parks dedication and our current rates, along with land value information that staff researched at the offices of Dakota County Staff has researched recent land sales in Rosemount and has come up with the following sales information: Please refer to the attached map to locate each parcel SUMMARY Due to the increasing price of land, the Parks and Recreation Commission has recommended increasing the parks dedication fees for residential development and adding a new category of business parks to the fees and fee policy Proposed 2006 Fees New Residential subdivision Commercial subdivision Industrial subdivision Business Park subdivision $100,000 /acre $4,000 per unit (Proposed Increase) 90,000 /acre $10,000 per acre (No Change) 50,000 /acre $5,000 per acre (No Change) 85,000 /acre $8,500 per acre (Proposed new category) WHEREAS, the City Council has reviewed the 2006 fee schedule and recognizes the need to amend certain rates and fees for 2006; and AMENDING THE RATES AND FEES FOR 2006, RESOLUTION 2005 -135 WHEREAS, the Park and Recreation Commission and staff have found the need to amend the Park Dedication Fees and recommends increases to the Residential dedication fees from S75,000 per acre to $100,000 per acre and the creation of a new category of dedication fees for Business Park development at $85,000, and NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Rosemount hereby approved the rates and fees for 2006 and further approves the amendment to the Park Dedication Fees ADOPTED this 11th day of July, 2006. It shall be presumed that a sufficient amount of land has been dedicated for parks and playgrounds for the present and future residents of the subdivision, if the subdivider dedicates at least 1/25 (.04) of an acre per dwelling unit that can be constructed in the subdivision The City upon consideration of the particular type of development proposed in the subdivision may require larger or lesser amounts of land be dedicated if the City determines that the present and future residents of the subdivision would require greater or lesser amounts of land for such purposes The City shall determine whether cash in lieu of land dedication is more appropnate The amount of cash dedication shall be determined by multiplying the number of acres otherwise required to be dedicated by the average value of comparable undeveloped land set by resolution by the City Council. In all new commercial, industrial and other subdivisions, it shall be presumed that a sufficient amount of land has been dedicated to serve the needs of the resident and working population if the subdivider dedicates at least ten percent (10 of the land in the subdivision for parks, recreation and usable open space.
