EXECUTIVE SUMMARY
BACKGROUND
In July 2005 the City Council adopted the recommendations of the 42/52 Study Group regarding
land use m that area. In the sprmg of 2006 the Metropohtan Council approved the MUSA expansion
and land use changes for approximately 2000 acres, generally located north of County Road 42, east
of Bloomfield Meadows neighborhood and west of Hwy 52 The City is currently conducting an
AUAR to assess impacts of development m that area. Developers have begun to discuss different
development scenarios for the property they control.
DISCUSSION
Areas around Akron Avenue were designated in the Comprehensive Plan for a combination of
residential and commercial. The residential was a mix of low, medium, and high density residential
development Since that time the residential market has been slowing down and we are hearing
reports that the attached housing market has become saturated with units coming on line. Under
these circumstances staff would like some direction from the Council m terms of the development
style and type of density expected in this area. There are approximately 44 acres of high density
residential property and 292 acres of medium density residenual property designated m the
Amendment. Staff would like to discuss the expectations of the Council relating to the densities
adopted and the current market conditions.
