A- ATTACHMENTS: Revised Schedule APPROVED BY RECOMMENDED ACTION: Information Only 4 ROSEMOUNT CITY COUNCIL City Council Work Session Meeting' September 13, 2006 EXECUTIVE SUMMARY BACKGROUND In August the Planning Commission and City Council held a joint meeting to discuss the 2008 Comprehensive Plan Update At that time staff laid out a tentative schedule to complete the various components of the Plan by the December 2008 deadline. DISCUSSION Recently, staff met with representatives from UMORE to discuss their visioning and planning process. They are hoping to have information to the Board of Regents this November and will be asking for a recommendation as to the next steps. Approximately 2800 acres of University property is located within the community. Depending on the direction set by the Regents, modifications to their land use from the current Agricultural Research designation may substantially alter forecast impacts on the city's infrastructures system, population and job projections, and parks and open space recommendations. For this reason, staff is looking to revise our schedule and begin our Comprehensive Planning process later m 2007, focusing imnally on items that can be drafted independently and then added to, depending upon the actions of UMORE. Staff will be monitoring the activity of the UMORE visioning process in the next several months. Obviously a delay in our start of the 2008 Update is dependant upon the action of the Board of Regents later this year. If it looks like the tuning of our Comprehensive Plan Update will stretch beyond the application date requested of the Metropolitan Council, we will discuss with Met Council staff an appropriate schedule given the situation. Revised Comprehensive Plan Schedule This revised schedule is based on the assumption that the UMORE Park will be developing a Master Plan covering their land holdings from January to September 2007 and will release the completed Master Plan sometime m the fall of 2007 Comprehensive Plan Elements to be developed before the UMORE Master Plan is completed (summer and fall of 2007): Community Background Environment and Natural Resources Economic Development Housing Comprehensive Plan Elements to be developed after the UMORE Master Plan is completed or nearing completion (winter, spring, and summer of 2008)• Community Facilities Parks and Open Space Land Use Pubhc Uttltttes Transportation Implementation
