EXECUTIVE SUMMARY
BACKGROUND
The Dakota County Regional Railroad Authority will be conducting the study of the Robert Street
Corndor for the feasibility of possible transit improvements, together with the Ramsey County
Regional Railroad Authority, Metropolitan Council, Minnesota Department of Transportation, and
local communities along the corndor. Local communities are to appoint representatives and
alternates for the Robert Street Corridor Steering Committee and Robert Street Comdor Technical
Advisory Committee (TAC) through formal action on the part of the City Council. The purpose of
each committee is described in the attached letter from the Dakota County Regional Railroad
Authorty and the 08/06 Draft of the Robert Street Corridor Committee Structure.
DISCUSSION
The Council discussed this item at their work session on September 13, and provided direction to
staff Based upon their direction the following are recommended for appointment to the Robert
Street Committees:
Larry Laukka, Executive Director of tiMORE Park, to serve as the City of Rosemount's
representative to the Robert Street Comdor Steering Committee. Mayor William H Droste to serve
as alternate.
Eric Zweber, Senior Planner of the City of Rosemount, to serve as the representative to the Robert
Street Corridor Technical Advisory Committee. Community Development Director Kim Lindquist
to serve as alternate.
RECOMMENDATION
Staff recommends the City Council approve appointment of the above referenced individuals to
their respective committees.

The 2006 Minnesota Legislature identified funds to study the Robert Street Corridor for the
feasibility of possible transit improvements The Dakota County Regional Railroad
Authority will lead this effort in partnership with the Ramsey County Regional Railroad
Authority, Metropolitan Council, Minnesota Department of Transportation, and local
communities along the corridor The study will provide a planning -level review of the
feasibility for trans'tway development and an assessment of all reasonable alternatives for
transit service improvements along the corridor It is the first step in a comprehensive
transportation planning process necessary for the transitway's inclusion into regional
transportation and transit plans
To assist in this planning effort, two committees will be formed The first committee, the
Robert Street Corridor Steering Committee, will provide project oversight and
recommendations to the Regional Railroad Authorities and Metropolitan Council The
second committee, the Robert Street Corridor Technical Advisory Committee (TAC), will
provide technical review and guidance on study work products and specific issues The
roles, responsibilities, guiding principles and potential representation of these two groups
are identified in the attached document
Dakota and Ramsey County staff are in the process of developing the draft scope of work
for the feasibility study and intend to finalize the request for proposal to conduct the study
with the involvement of the TAC in late September At this time, we are requesting that the
city identify the appropriate staff person, and their alternate, to participate on the TAC
Please provide staff contact information by September 15, 2006
The process to identify a representative and alternate for the Steering Committee through
formal action on the part of the city council may take longer, therefore, we will not convene
that group until the October/ November timeframe

Robert Street Corridor Steering Committee
Roles and Responsibilities
1 The Robert Street Corridor Steering Committee serves an advisory role, and provides
recommendations to the Dakota County Regional Railroad Authority (DCRRA) and the Ramsey
County Regional Railroad Authority (RCRRA) regarding transportation planning and project
development processes for the Robert Street Corridor Feasibility Study Responsibilities
include
Assist in defining critical transportation issues
Assist in identifying alternative roadway and transit strategies
Review corridor study products and provide recommendations on mayor study
decisions
2 Provide communication between the Robert Street Corridor Steering Committee and
businesses, cities, counties, affected agencies and organizations
Link the Robert Street Corridor Steering Committee to businesses, residents and
governments in the corridor
Communicate Robert Street Corridor Steering Committee issues to members'
organization
Bring organizations' comments and concerns to the Robert Street Corridor Steering
Committee
Actively support Robert Street Corridor Steering Committee positions on transportation
priorities and potential investments in the corridor
The DCRRA shall serve as the lead agency for the Robert Street Corridor Feasibility Study and related
study activities
Robert Street Corridor Steering Committee Membership
Membership in the Robert Street Corridor Steering Committee shall consist of representatives of
governments who have a direct interest in the corridor
The cities of Saint Paul, West Saint Paul, South Saint Paul, Sunfish Lake, Lilydale, Inver Grove Heights,
Eagan, Mendota Heights, Farmington, and Rosemount may appoint one member from the following
groups to the Robert Street Corridor Steering Committee
Mayor or elected member of the city council
City manager or administrator
A business or community representative
Alternates may serve in proxy for each member when members are not able to attend Robert Street
Corridor Steering Committee meetings The appointment of city representatives shall occur by city
council action to serve at the pleasure of the city council, or until the member becomes ineligible to
serve
The counties of Dakota and Ramsey shall appoint up to two Regional Railroad Authority members from
districts adjacent to the Robert Street Corridor The members shall serve at the pleasure of the Dakota
and Ramsey County RRAs or until the member becomes ineligible to serve as an elected official Each
member may have an alternate who may be an elected or appointed official

The Metropolitan Council may appoint a Council member for each council district adjacent to the Robert
Street Corridor The council members shall serve at the pleasure of the Metropolitan Council Each
member may have an alternate
The Minnesota Valley Transit Authority (MVTA) and Metro Transit may appoint one Board Member and
the Executive Director The member shall serve at the pleasure of the respective Boards The member
may have an alternate
Meetings
The Robert Street Corridor Steering Committee shall meet quarterly, or more often if necessary
Decision Making
The Robert Street Corridor Steering Committee shall make decisions on a consensus basis Avote
may be called if more formal action is required
Robert Street Corridor Technical Advisory Committee
A Technical Advisory Committee, consisting of planners, engineers, city administration or other
technical professionals, shall be appointed to advise the Robert Street Corridor Steering Committee
Roles and Responsibilities
Provide regular technical input to the Robert Street Corridor Steering Committee
Provide guidance on technical decisions and work products within the corridor
Provide two -way communication between the technical activities of the Steering
Committee and the member's respective government or agency
Receive and review comments from the Robert Street Corridor Steering Committee
Committee Members
Each participating member may appoint one member to the Technical Advisory Committee In addition,
Metropolitan Council, MVTA, Metro Transit and the Minnesota Department of Transportation may each
appoint one member to the Technical Advisory Committee An alternate may be designated to serve in
proxy when a member is unable to attend meetings of the Technical Advisory Committee
Meetings
The Technical Advisory Committee shall meet as often as necessary
Special Ad Hoc Local Advisory Committees
As the work of the Robert Street Corridor Steering Committee progresses, detailed transportation issues
will be considered, which may cause the need for local interest representatives to meet and address
specific I site and development issues The special ad hoc local advisory committee will be formed
under the leadership of the Robert Street Corridor Steering Committee Ad hoc committee members will
consist of municipal, business, county and interested persons, and, as appropriate, transportation
agency and major destination representatives Once resolved, the issue resolution will be reported to
the full Technical Committee and the Robert Street Corridor Steering Committee, at which time the local
advisory committee shall no longer exist
