APPROVED BY: ATTACHMENTS: Resolution; Project Cost Funding Summaries, Map RECOMMENDED ACTION: Motion to Adopt a Resolution Declaring Costs to b Assessed and Ordering Preparation of Proposed Assessment and Calling for Hearing on the Proposed Assessment for the GlenRose of Rosemount Street and Utility Improvements, City Project #397 4 ROSEMOUNT CITY COUNCIL City Council Meeting: September 19, 2006 BACKGROUND: EXECUTIVE SUMMARY Attached are copies of Project Cost and Funding Summaries for the GlenRose of Rosemount Addition, City Project #397 City Project #397 included the extension of trunk and lateral water main, as well as lateral sanitary sewer to existing properties, from the GlenRose Addition north to Connemara Trail. Two properties, located at 13930 and 13940 South Robert Trail had previously requested that the City extend sanitary and water service to then properties. The total cost of these improvements is $1,596,866. The portion of the cost to be paid by the City is $262,491 ($177,350 from the water core fund, and $85,141 from the sewer utility fund). The poruon of the cost to be assessed to the benefiting property owners is $90,168. The remaining $1,244,207 will be funded by the developer, Dean Johnson Homes. The total project cost is 7.3°/o higher than the Feasibility Study estimated total project cost of $1,488,800. The total portion of the project cost to be assessed is 106.8% higher than the Feaslhihty Study esn mated total assessments, originally estimated to be $43,600 These increases can be attributed to an increase m easement acquisition costs, onginally estimated m the Feasibility Study to be $57,900 Actual easement acquisition costs for the project were $179,800, with the increase bemg shared between the dev eloper, the City, and benefiung property owners. SUMMARY: Staff is recommending setting a pubhc hearing for October 17, 2006 at 7:30 p.m. or as soon thereafter as possible G \ENGPROJ \397 \DeclareCost- SetPHCC9 -19 -06 doc CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2006 A RESOLUTION DECLARING COST TO BE ASSESSE AND ORDERING PREPARATION OF PROPOSED ASSESSMENT, A D CALLING FOR HEARING ON THE PROPOSED ASSESSMENT GLENROSE OF ROSEMOUNT STREET AND UTILITY PROVEMENTS CITY PROJECT #397 WHEREAS, a contract has been let for the GlenRose of Rosemount Street and Utility Improvements and the contract price for such unprovement is $1,077,306, and the expenses incurred or to be incurred in the making of such improvement amount to $519,560 so that the total cost of the unprovement will be $1,596,866. NOW, THEREFORE, BE IT RESOLVED by the City Council of Rosemount, Minnesota: 1. The portion of the cost of such improvement to be paid by the City is hereby declared to be $262,491, the poruon of the cost to be assessed against benefited property owners is declared to be $90,168 2. Assessments shall be payable in equal annual installments extending over a period of 10 years, the first of the Installments to be payable with general taxes for the year 2006, and shall bear interest at the rate of 2% points per annum above the interest rate paid by the City for its bonds from date of the adoption of the assessment resolution. 3. The City Clerk, with the assistance of the City Engineer shall forthwith calculate the proper amount to be specially assessed for such unprovement against every assessable lot, piece or parcel of land within the district affected, without regard to cash valuation, as provided by law, and he shall file a copy of such proposed assessment in his office for public inspection; and BE IT FURTHER RESOLVED by the City Council of Rosemount, Minnesota: 1. A hearing shall be held on thel 7th day of October 2006 in the Council Chambers at 7:30 p.m. or as soon thereafter as possible, to pass upon such proposed assessment and at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment. 2. The City Clerk is hereby directed to cause a notice of the hearing on the proposed assessment to be published once in the official newspaper at least two weeks pnor to the hearing, and she shall state in the notice the total cost of the unprovement. She shall also cause mailed nonce to be given to the owner of each parcel described in the assessment roll not less than two weeks pnor to the hearings. BE IT FURTHER RESOLVED by the City Council of Rosemount, Minnesota: The owner of any property so assessed may, at any tune pnor to certification of the assessment to the County Auditor, pay the whole of the assessment on such property, with interest accrued to the date of ADOPTED this 19th day of September, 2006. The owner may at any time thereafter, pas to the County Auditor the entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in which such payment is made Such payment must be made before November 15 or interest will be charged through December 31 of the succeeding year.
