October 3, 2006 EXECUTIVE SUMMARY ISSUE: Engineering Staff has determined a need for a Streetlight Policy to ensure the safety and welfare of the City's residents, to promote an aesthetically pleasing and consistent lighting system, and to provide clear, concise guidelines for future development projects. BACKGROUND: Before developing a Streetlight Policy for the City of Rosemount, Engineering Staff reviewed the policies and procedures of several surrounding communities Each of the cities responding to our inquiry (Eagan, Farmington, Hastings, Inver Grove Heights, Lakeville, Mendota Heights, Northfield and South St. Paul) have general guidelines governing the placement of streetlights in new developments, with four of those cities having formal Streetlight Policies This proposed Streetlight Policy for the City of Rosemount will help eliminate lighting inconsistencies in the future, and will help ensure a safe, aesthetically pleasing enviionment for all residents. G \Street Lights Streethght Pohcy CCI0 -3 -06 dot 1 CITY OF ROSEMOUNT POLICY TITLE: STREETLIGHT POLICY EFFECTIVE DATE: OCTOBER 3, 2006 POLICY NUMBER: P 5 PROPOSED BY: PUBLIC WORKS /ENGINEERING DATE APPROVED BY CITY COUNCIL: OCTOBER 3, 2006 PURPOSE The City of Rosemount has developed the following streetlight policy to ensure the safety and welfare of its residents, to promote an aesthetically pleasing and consistent lighting system, and to provide clear, concise guidelines for future development projects. POLICY It is the City's policy that streetlights shall be installed m all new residential developments according to the following guidelines: at all public street intersections at the end of all cul -de -sacs at regularly spaced intervals (not to exceed 500') on alternating sides of the street at all instances where the road configuration warrants extra tllummanon as determined by City Engmeenng Staff The type of streetlight to be installed shall generally be a 100 or 150 watt H.P.S. or mast arm style, unless otherwise specified by City Engineering Staff. Developers must submit a detailed streethght plan to be reviewed by City Engineering Staff and incorporated into the subdivision agi Bement Subdivision agreements will be considered incomplete without an approved streetlight plan, and will not be brought to Council for final approval All utility permits issued within a subdivision must conform to the corresponding approved streetlight plan for that subdivision. All costs relating to the installation of streetlights shall be the sole responsibility of the Developer The Developer shall also submit a cash deposit to the City (as determined in the subdivision agreement) to offset the electric costs for the hist two years after installation.
