EXECUTIVE SUMMARY
BACKGROUND:
At the September 19, 2006 meeting the City Council declared costs and called for the Public Hearing to
consider the assessments for the GlenRose of Rosemount Street and Utility Improvements, City Project
#397.
The total project cost is $1,639,356 Of this amount, $90,168 is proposed to be assessed to adjacent
properties as shown on the attached assessment roll. This proposed amount to be assessed is $46,568
more than the amount proposed to be assessed in the feasibility report The increase in the assessment
amount is directly related to increased easement acquisition costs for the project The project will be
assessed over a 10 -year period at an interest rate of 5.9659
The attached figure provides additional detail as to the funding breakdown for easement acquisition costs
associated with the project As illustrated in the attached exhibit, acquisition costs for construction
easements were separated into three categories, based on the type of improvement provided to the
benefiting property owner and the pre existence of utility easements over existing infrastructure These
three categories included both contributions from the City, and what was previously presented in the
project Feasibility Study and can be considered "Project Costs "Project Costs" for all acquisitions are
further split evenly between the developer (Dean Johnson Homes) and assessments Funding for the
Hidden Valley parcel easements was split 50/25/25 as a percentage of the total acquisition cost between
the City, the developer, and assessments, respectively (50% City, 50% Project Cost). This split was
determined on the basis of the fact that approximately half of the area to be acquired resided over existing
infrastructure, hence the 50% City parucipation The cost of acquisition for the area over existing
infrastructure was not applied to assessments Funding for the Lucking and Gramsey parcel easements
was split 75/12 5/12 5 as a percentage of the total acquisition cost between the City, the developer, and
assessments, respectively (75% City, 25% Project Cost). This split was determined on the basis of sewer
services having been installed previously as a separate project, with only water services being extended to
these parcels m the current project Funding for the Peters and Franz parcel easements was spht 50/50 as
a percentage of the total acquisition cost between the developer and assessments, respectively (100%
Project Cost). This split was determined on the basis of both sewer and water services being extended as a
part of the project. Again, the attached exhibit provides an illustration of the above descnpnon.

A RESOLUTION ADOPTING THE ASSESSMENT ROLL FOR
GLENROSE OF ROSEMOUNT STREETS AND UTILITY IMPROVEMENTS
CITY PROJECT #397
WHEREAS, pursuant to notice duly given as required by law, the City Council has met, heard and passed upon
all objections to the proposed assessment for GlenRose of Rosemount Streets and Utility Improvements, City
Project #397, and has amended such proposed assessment as it deems just
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Rosemount, Minnesota, as
follows
(1) Such proposed assessment, m the amount of $90,168, a copy of which is in Clerk's File dated 10 -17 -06
is hereby accepted and shall constitute the special assessment against the lands named therein, and each
tract of land therein is hereby found to be benefited by the proposed improvement.
(2) Such assessments shall be as follows:

RESOLUTION 2006-
a. The assessments shall be payable in equal annual installments extending over a period of ten (10)
years, the first of said installments to be payable with general taxes for the year 2006, collectible with
such taxes during the year 2007.
b. To the first installment shall be added interest at the rate of 5.9659% per annum on the entire
principal amount of the assessment from the date of this resolution until December 31 of the year in
which such installment is payable To each subsequent installment, when due there shall be added
interest for one year at said rate on the unpaid principal amount of the assessment.
c. The owner of any property so assessed may at any time prior to the certification of the assessment or
the first installment thereof to the County Auditor, pay the whole of the principal amount of the
assessment on such property with interest accrued to the date of payment to the City Treasurer, except
that no interest shall be charged if the entire assessment is paid within 30 days from the date hereof, and
such property owner may at any time prior to November 15 of any year pay to the County Auditor the
entire principal amount of the assessment remaining due with interest accrued to December 31 of the
year in which said payment is made
The City Clerk shall forthwith transmit a certified duphcate copy of this assessment roll to the County
Auditor to be extended on the tax hst of the County.
