It is anticipated that the remaining portion of Outlot F will be included in a future phase of the Centex residential development. PLANNING COMMISSION ACTION The Planning Commission held a public heanng to review this item on October 24, 2006. A copy of the minutes from that meeung are attached for your reference. After hearing a presentation from staff, the Comrtussion opened the public hearing to receive public comment. Two residents from the adjacent townhome development were present with questions The resident's comments related to the use of the property, including the area proposed for the well and well house and also the remaining poruon of land. Due to the notice received they were under the impression that the City had purchased the entire outlot and wondered if a poruon could be used for a park They were also interested in seeing more about the Packet page 160 of 177 Lot Analysis Lot Lot Size (sq. ft.) The applicable standards, along with staff findings related to each, are provided below Overall, the application meets the minimum requirements of the Subdivision Ordinance as well as the lot and dimensional standards of the R -1 Zoning District and the Meadows of Bloomfield PUD Land Use and Zoning The subject property is guided UR Urban Residential and zoned R -1, Low Density Residential and Meadows of Bloomfield PUD. As designed, the proposed parcels meet the minimum lot size and dimension standards for the R -1 District. These standards are compared in the table below. Streets Access Both the newly created lot and remainder of Outlot F will have frontage and access to Autumn Path. Given the proposed future well house use, both parcels should have minimal access needs Sidewalks, Trails and Pathway No pedestrian access is necessary to this site. Engineering Issues related to grading, drainage, utilities, easement and the like will be addressed as part of the site plan review for the future well house In addition, no development fees are required as part of this project. Parks and Open Space No park dedication is necessary as part of this project. Fees will be acquired when the remaining portion of the property not obtained by the City is developed CONCLUSION Staff recommends approval of the Lot Split Administrative Plat to allow for the creation of a 22,121 square foot parcel from Outlot F, Meadows of Bloomfield The site is currently vacant land and the new lot will serve as the future home to City Well House Number 15. As shown, these parcels meet the minimum subdivision and zoning standards outlined in the Subdivision and R -1 sections of the City Code RECOMMENDATION Adopt the attached resolution. Outlot F, Meadows of Bloomfield, Dakota County, Minnesota WHEREAS, on October 24, 2006, the Planning Commission of the City of Rosemount held a public hearing to review the Lot Split; and WHEREAS, the Planning Commission found both proposed lots met the minimum performance standards for parcels in the R -1, Low Density Residential zoning district and the UR -Urban Residential Land Use classification; and WHEREAS, the Planning Commission adopted a motion to recommend that the City Council approve the Lot Split requested by the City of Rosemount, legally described as follows Packet page 163 of 177 Parcel A (for future City Well Number 15)• That part of the northwesterly 150.00 feet of OUTLOT F, MEADOWS OF BLOOMFIELD, according to said plat on file and of record in the office of the County Recorder, Dakota County, Minnesota, lying westerly of the easterly 178 00 feet thereof. The proposed lot meets the minimum performance standards of the zoning ordinance and staff recommends approval of the lot split adnumstranve plat. Chairperson Messner asked the Commission for questions or comments. Chairperson Messner asked about the future development of the remaining portion of Outlot F. Mr. Lindahl explained the development around Oudot F, but stated there is not a plan for Outlot F at the time. Chairperson Messner opened the public hearing at 8:10 p.m. John Ruter 13720 Atrium Avenue, Rosemount, Minnesota 55068, asked what the well house will look like and whether or not Centex Homes gave the property to the City fot park purposes Mr Lindahl explained that the current application only addresses the lot subdivision Once plans for the well house are made, the City will be required to go through site plan review Until that time, there is a similar well house on Shannon Parkway south of County Road 42. Community Development Director Lindquist addressed the second question regarding the park. She explained that Centex has always intended to use the subject property for a future phase of the Meadows of Bloomfield development The property was not given to the City for a park The City purchased a portion of the outlot after the Engineering Department idenufied the need for another well in this area Randy Kleinhuizen, 13732 Atrium Avenue, Rosemount, Minnesota 55068, stated the 22,000 square feet seems relatively small and wondered if it could partially be a park and a well house. Ms Lindquist replied that the State of Minnesota sets nunimum size requirement for well sites. The City was only interested in purchasing, and Centex was only interest in selling, the minimum amount necessary to construct the well house Mr. Kleinhuizen asked if the tree hne would have to be moved for any future development. Ms Lindquist rephed since the developer has not provided a detailed plan for this area there was no way for the City to know for certain how future development could affect the existing trees Ms. Lindquist recommended that residents follow up on that phase of development because developers often try to keep vegetation There were no further public comments MOTION by Howell to close the Public Hearing. Second by Schwartz. Ayes: All. Nays• None.
