City Council Regular Meeting: December 5, 2006
ISSUE
Each year the City Council considers renewals of liquor hcenses for all businesses in Rosemount that
handle the sale of intoxicating hquor.
BACKGROUND
The following apphcattons for liquor licenses have been received for 2007:

Staff recommends approval of the above stated hcenses.

EXECUTIVE SUMMARY
SUMMARY
The Pohce Department conducted the annual investigations on each applicant and business During the
previous twelve months, none of the businesses had significant changes in the number of police calls for
service at the establishments Three licensees did fail a recent compliance check by selhng alcohol to a
cooperating underage buyer; administrative action for these violations of the liquor hcense will be brought
to Council at a later date.
In addition, applicants were required to and have submitted proof of insurance, renewal fees and the
necessary paperwork for the renewal.

BACKGROUND
The following applications for liquor licenses have been received for 2007:
EXECUTIVE SUMMARY
CHANGES TO ORIGINAL EXECUTIVE SUMMARY
AMF City Limits initially applied for a Class B license. In the staff report sent with the City Council
packet, it was noted as being a Class A renewal. AMF did submit a statement signed by an
independent certified public accountant attesting that 25% or more of their total revenues were
derived from the sale of food and non alcoholic beverages during the preceding 12 months, so AMF is
qualified for a Class B hcense.
Both Applebee's and McDivot's Sport Pub and Eatery license renewals should be for Class 13 licenses.
Per City Code, Rosemount allows only two Class A licenses which are currently issued to Celt's and
Shenanigan's Pub. However, due to an Administration oversight, and through no fault of the
licensees, both Applebee's and McDivot's submitted application for Class A, rather than Class B,
licenses. Representatives at Applebee's and McDivot's were contacted and asked to submit the ptoper
information to receive a Class B license. It is expected the information will be received befote
December 31, 2006, and staff recommends that these two licenses be approved on the condition that
the accountant's statements be received by that date.
