ROSFMOUNT CITY COUNCIL City Council Regular Meeting December 5, 2006 EXECUTIVE SUMMARY BACKGROUND Every year the City is required to apply for CDBG funds. The allocation is set by a formula that was adopted in the County and is subject to the funding allocation at the Federal level. Last year the City set aside their allocation for the Downtown Rehabihtation Program After approval of the Program, staff sent out notices to all Downtown property owners and business owners Unfortunately, we have not received any inquiries DISCUSSION As has been mentioned in previous discussions about CDBG funds, there are many limitations associated with use of the funds One of the limitations is the amount of money that must be allocated to low /moderate Income benefit Because the commercial rehab program does not specifically qualify under that goal, the CDA is requesting that Rosemount's 2007 allocation be for low /mod benefit. Staff's ininal thought was to allocate funds for the Stonebndgc's Downtown project because there is an affordable component. However, to quahfy under the CDBG program 51% of the project must be affordable That is not the intent of the Stonebridge project and therefore it would not qualify for the program. Dan Rogness of the CDA suggested the City allocate FY07 CDBG funds to the single family housing rehab revolving fund Funds specifically allocated to Rosemount are depleted and we continue to have interest in the program. If there were no City allocated funds, residents would continue to be eligible for County -vnde rehab funds However, those fund balances have decreased recently due to fewer loan payoffs that replenish the county -wide revolving account County -wide funds are disbursed on a first -come first -serve basis To ensure our residents have access to the housing rehab loan program designation of the city's allocation would be appropriate Packet page 190 of 222 Maintenance and upkeep of the commumttes' neighborhoods is consistent with the goals and intent of the City Council as exemplified in the code enforcement program Recently, in an effort to promote housing rehab and maintenance, staff has direct mailed loan program information to specific neighborhoods within the community. This resulted in a slight increase in participation, prompting 15 rehabs in the last two years The CDBG allocation for 2007 is expected to support 3 -5 loans, depending upon the specifics of each application. CONCLUSION Motion to approve the attached resolution. Packet page 191 of 222 WHEREAS, the City of Rosemount is a participating jurisdiction with the Dakota County CDBG ]Entitlement Program for Fiscal Year 2007 (ending June 30, 2008), and WHEREAS, the Dakota County Community Development Agency (CDA) is a Subgrantee of Dakota County for the administration of the CDBG Program, and WHEREAS, the Dakota County CDA has requested fiscal year 2007 CDBG apphcauons to be submitted by December 15, 2006, based on a district formula allocation of funds approved in the 1984 Community Development Implementation Plan NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rosemount hereby approves the following.
