EXECUTIVE SUMMARY ISSUE The fee schedule is updated on a yearly basis upon review of frequent fees established by City departments. BACKGROUND The common fees issued by all City departments are included in the fee resolution. Staff and financial consultant, Jessie Hart of Springsted and Associates, have worked together to establish baseline charges that include work sheets of staff time involved for each fee. After review, fees are changed as reflected in the attached resolution. The proposed amendments are noted with editing marks ATTEST: Amy Domeier, City Clerk CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2006 A RESOLUTION APPROVING AMENDMENTS SETTING THE 2007 SCHEDULE OF RATES AND FEES WHEREAS, the City of Rosemount annually conducts a User Fee Study in order to establish logical and defensible fees for the City of Rosemount; and WHEREAS, the City of Rosemount has found certain fees and rates in need of adjustments. THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemount, that it adopts the attached Exhibit 1, Schedule of Rates and Fees including: Appendix I• Schedule of Rates and Fees for 2007, including Exhibit A, B, C; and Appendix II: Rosemount Parks and Recreation 2007 Fees and Fee Policy. Equipment Per hour charge (does not include operator) Equipment charges, including licensed vehicles and mobile equipment, will be calculated as follows: The true cost of the equipment (including annual depreciation, annual insurance premiums, annual license taxes if applicable, annual operating and maintenance expenses, and an annual carrying fee) will be divided by the estimated hours the equipment is expected to be used annual ly. The City upon consideration of the particular type of development proposed in the subdivision may require larger or lesser amounts of land be dedicated if the City determines that the present and future residents of the subdivision would require greater or lesser amounts of land for such purposes. The City shall determine whether cash in lieu of land dedication is more appropnate The amount of cash dedication shall be determined by multiplying the number of acres otherwise required to be dedicated by the average value of comparable undeveloped land set by resolution by the City Council. The only changes recommended by the Parks and Recreation Commission were to increase the non -pnme and summer ice fees from $115 plus tax /per hour to $125 plus tax /per hour. I have attached a table that identifies ice rental fees from other nearby rinks. Staff is recommending revising the fee for temporary signs to provide an incentive for the business community to obtain a permit prior to placing the sign. Recently, City staff completed an assessment of temporary signs (banners, pennants, portable reader boards and the like) throughout the community. That assessment found that many local businesses fail to obtain a permit prior to placing a temporary sign. As a result, many of theses temporary signs are placed incorrectly and require staff to dedicate more resource to enforcement. Staff hopes to reverse this trend by amending the fee for temporary signs to provide an incentive for local businesses to obtain a permit prior to placement of a temporary sign. Staff recommends amending the fee for temporary signs to $10 for applicants who follow the required procedure and obtain a permit prior to placing a temporary sign; however, if a business fails to follow the required procedure and obtain a permit prior to placing the sign the fee would remain $50.
