BACKGROUND
EXECUTIVE SUMMARY
In 2006, Council discussed on several occasions the CSAH 42 /Shannon Parkway mtersecnon and issues at
this intersection. The two issues at this mtersection are 1) the offset m the driving lanes on Shannon
Parkway that creates a challenge for left turning and through traffic; and 2) the cross- section of CSAH 42
when traveling north and south on Shannon Parkway.
As an mtenm measure to address the cross section of CSAH 42, "Slow Bump Ahead" advisory signs
were installed on northbound and southbound Shannon Parkway. In addition, Council authorized the
preparation of preliminary plans to evaluate permanent solutions to the above two issues and to develop a
cost estimate for the necessary improvements.
At this time, a prehrnmary layout has been developed for the intersection and is attached. As shown on
the attached layout, the following improvements are proposed:
Add raised concrete median and widen Shannon Parkway north of CSAH 42.
Mill and overlay CSAH 42 and modify the raised concrete medians on CSAH 42 to flatten the
profile on Shannon Parkway through the intersection of CSAH 42.
Install new signal system with protective /permissive left turn phasing for Shannon Parkway,
similar to the recent revisions to the signal system at CSAH 42 and Chippendale Avenue. This
proposal will need to be approved by Dakota County
A cost estimate and proposed funding spht with Dakota County has also been developed and is attached.
Dakota County staff has indicated that the County has funding available for this project in 2007 and will
begin the preparation of a joint powers agreement upon City authorization. The City's share of the
estimated project costs is eligible for municipal state aid (MSA) funds. Due to past MSA funding
commitments for the TH 3 /Connemara Trail /McAndrews Road Signal System project and the
Connemara Trail Overpass project, for the project to move forward in 2007, Street CIP Reserve Funds
would need to be used to upfront the cost. As MSA funds become available in 2008, those future funds
can be collected for this project.

SUMMARY
Pending Council direction, Staff will plan to include this item on the January 16, 2006 City Council
meeting agenda for Council consideration to authorize the preparation of plans and specifications and
Dakota County preparation of a joint powers agreement.
