BACKGROUND:
CITY COUNCIL
On October 3, 2006 the Rosemount City Council authorized the preparation of a Feasibility Report for the
Flint Hills Sanitary Sewer Extension. This project has been designated as City Project No. 406.
Attached please find a copy of the Feasibility Report for the Fhnt Hills Sanitary Sewer Extension. The
scope includes extension of sanitary sewer from the exisung Metropohtan Council Environmental Services
(MCES) line north approximately 7,900 feet to service Flint Hills Resources administration building. The
scope also includes the extension of water main from the existing trunk water main located on the east side
of Trunk Highway 52 to service a future warehouse located on the Fhnt Hills Resources campus.
A brief review of the proposed improvements and funding is as follows:
EXECUTIVE SUMMARY
1. LOCATION
The project is located along the east and west sides of TH 52, from approximately 700 feet north of 140t
Street West to approximately 7,900 feet north of 140` Street West and 4,200 feet south of 117 Street
West The attached Project Location Map depicts the location of the project within Rosemount.
2. SANITARY SEWER IMPROVEMENTS
The proposed improvements mvolve extending trunk sanitary sewer service north along the east side of
TH 52 from an existing trunk MCES 48 -inch RCP sanitary sewer main to two existing Flint Hills
Resources buildings. A service extension from the ahgnment is required to cross TH 52 to service a
proposed warehouse. The ahgnment is required to cross TH 52 at Clark Road to service the existing
administration building. Proposed oversizmg allows the sewer improvements to service an additional 300
acres of general mdustnal land east of TH 52 north of the Union Pacific Railroad.
3. WATERMAIN
It is proposed to extend water service to the proposed warehouse on the south end of the project through
a bored casing pipe under TH 52.

4. STORM SEWER
Exiting storm sewer and driveway culverts affected by construction are proposed to be replaced.
5. FUNDING
The estunated construction cost for the Flint Hills Sanitary Sewer Extension is $2,553,300. Financing for
this project will come from Fhnt Hills Resources and the City of Rosemount Sanitary Sewer Core Funds.
Flint Hills Resources is proposed to fund the entire project except for costs associated with oversizmg and
other trunk facihnes such as horizontal borings
A summary of the proposed funding for the recommended project alternative is outlined in the following
table:

WHEREAS, pursuant to the resolutions of the Council adopted on October 3, 2006, a report has been
prepared by the City Engineer with reference to the improvement of Flint Hills Sanitary Sewer Extension, City
Project #406, and this report was received by the Council on January 16, 2007, and
WHEREAS, the report provides information regarding whether the proposed project is necessary, cost
effective, and feasible
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF ROSEMOUNT,
MINNESOTA:
1. The Council will consider the improvements in accordance with the report and will uuhze Sanitary
Sewer Core Funds to fund the cost of the improvements at an estimated cost of the improvements of
$531,535.
2. Such improvements are hereby ordered as proposed m the Feasibility Report for the project.
3. The City Engineer is hereby ordered to prepare plans and specifications for the making of such
improvements, conditional upon receipt of funds from Flint Hills Resources.
