EXECUTIVE SUMMARY
ISSUE
The Rosemount Lions Club (the "Lions is requesting consideration for the renewal of its on Gambling
Premise Permit at Celt's Irish Pub Grill "Celt's), 14506 South Robert Trail, m Rosemount. The Lions
are in the process of renewing their application with the State of Minnesota which requires approval from
the City Council to proceed.
BACKGROUND
In December, 2004 the Lions entered into a lease agreement with Celt's to operate lawful gambling activity
at their establishment. The Lions educated its members and gambling manager through the State
Gambling Board. The current premise permit will expire on March 31, 2007 and term of the renewal
would be effective Apnl 1, 2007 through March 31, 2009. Donna Wohlers will continue to act as the
Gambling Manager for the Lions.
SUMMARY
As part of the renewal process, the City conducts a background investigation for the purpose of evaluating
the application. The Police Department found no reason to withhold the granting of a renewal to the
Lions.
The Lions have made Lawful Purpose Donations to the following Rosemount activities: 1) CAP Agency
for the meals on wheels program; 2) Rosemount Resource Center for the food shelf; 3) Rosemount Parks
and Recreation for the battle of the bands event; and 4) Brendan Downs to participate in wheelchair
basketball.
RECOMMENDATION
Staff recommends approval of the above stated motion.
A RESOLUTION APPROVING A CHARITABLE GAMBLING PREMISE PERMIT
RENEWAL FOR THE ROSEMOUNT LIONS CLUB AT CELT'S IRISH PUB GRILL,
14506 SOUTH ROBERT TRAIL, ROSEMOUNT
WHEREAS, the Rosemount Lions Club has held a Charitable Gambling Premise Permit at Celt's
Irish Pub Grill, 14507 South Robert Trail, m Rosemount since March 1, 2005; and
WHEREAS, the Rosemount Lions Club has requested renewal of the Charitable Gambling Permit
at Celt's Irish Pub Grill, 14507 South Robert Trail, in Rosemount;
THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemount, hereby
approves the Charitable Gambling Premise Permit Renewal application submitted by the
Rosemount Lions Club to conduct charitable gambling at Celt's Irish Pub Grill 14506 South
Robert Trail, m Rosemount, for the period of Apnl 1, 2007 to March 31, 2009.
ADOPTED this 16th day of January, 2007 by the City Council of the City of Rosemount.
