EXECUTIVE SUMMARY
ISSUE
The Dakota Communications Center (DCC) is the joint dispatch operation for police, fire and
medical emergencies serving public safety agencies in Rosemount and other Dakota County
communities. DCC is organized as a joint powers entity governed by a Board of Directors
comprised of the JPA member agencies Dakota County and the cities within Dakota County
greater than 10,000 population.
BACKGROUND
The terms of the Joint Powers Agreement describe the appointments to the Board of Directors.
Rosemount is among the entities making two -year appointments in odd numbered years.
SUMMARY
Council discussed representation at its work session on January 10, 2007. Based on that
discussion, staff recommends that Mayor William Droste be re- appointed to the position of
Director and that Council Member Mark DeBettignies be appointed as Alternate Director for the
two -year term of 2007 -2008.

Dear Jamie,
With the approach of the New Year, I would like to draw your attention to the appointment process for
the Dakota Communications Center Board of Directors.
In accordance with DCC by -laws, Directors and Alternate Directors are appointed for two year terms.
Seven members are required appoint in January of odd numbered years, while the other five member s
appoint in January of even numbered years. In 2007, the cities of Farmington, Mendota Heights,
Hastings, Inver Grove Heights, Rosemount, South St. Paul and West St. Paul are required to appoint a
named elected official to serve as a Director and to designate another named elected official to serve as an
Alternate.
Directors and Alternates may be reappointed at the discretion of the member.
In addition to the members who must appomt Directors and Alternates in January, 2007, Apple Valley,
Burnsville, Dakota County, Eagan and Lakeville may need to make appointments in the event that a
current Director or Alternate is leaving elected office or because of your governing board's appointment
practices.
The current Director for Rosemount is Mayor William Droste and your current Alternate Director is
Council Member Kim Shoe Corrigan. At their November meeting, the DCC Board of Directors
approved their 2007 meeting schedule, which is attached for your reference. Meetings remain on the third
Thursday of each month from 8.00 to 10.00 AM.
I would appreciate it if you would include DCC Board appointments on your January, 2007 City Council
agenda for action, followed by notification to the DCC of the action taken.
Please be sure to let me know if you have any questions regarding DCC Board appointment requirements.
