ATTACHMENTS: Resolution; Feasibility Report APPROVED BY; Cr RECOMMENDED ACTION: Motion to Adopt a Resolution Receiving the Feasibility Report and Setting a Public Hearing for the Street Improvements Project, City Project #410. 4 ROSEMOUNT City Council Meeting: February 6, 2007 BACKGROUND: On October 17, 2006 the Rosemount City Council authorized the preparation of a Feasibility Report for the Street Improvement Program. This project has been designated as City Project No. 410. Attached please find a copy of the Feasibility Report for the 2007 -2010 Street Improvement Program and 2007 Street Improvement Program Project. This report addresses the reconstruction and bituminous pavement rehabilitation of streets within the City of Rosemount that have been identified by the Pavement Management Program and includes a recommended schedule. The report has been separated into two sections. The first section includes a review of all areas identified by the City's Pavement Management Program for reconstruction or rehabilitation. The second section focuses on the proposed 2007 Street Improvement Program Project. As previously discussed, the goal with this report is to address not only the proposed 2007 improvements but future year improvements. For future projects, this report will be the basis for those projects as identified m the report. A beef review of the proposed 2007 improvements is as follows: 1. LOCATION The proposed project includes Areas 6 and 7. Area 6 is Camero Lane West and Cambrian Avenue West to the south of Lower 147t Street; and Area 7 is Biscayne Way between 145t Street and Biscayne Avenue. 2. PROPOSED IMPROVEMENTS CITY COUNCIL EXECUTIVE SUMMARY For Area 6, the proposed improvements include the reconstruction of Camero Lane West and Cambrian Avenue West along with the full replacement of sanitary sewer and water main. In Area 7, the proposed improvements include the reconstruction of Biscayne Way as an urban section with concrete curb and gutter, along with the full replacement of sanitary sewer and water main. For Area 7 an alternate design consisting of a modified rural street design is included. This alternate design utilizes alternative drainage techniques to concrete curb and gutter and storm sewer. ATTEST: Amy Domeier, City Clerk CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2007- A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND SETTING THE PUBLIC HEARING FOR THE 2007 STREET IMPROVEMENTS PROJECT CITY PROJECT #410 WHEREAS, the City Council deemed it necessary and expedient that the City of Rosemount, Minnesota, construct certain improvements, to -wit: City Project #410, 2007 Street Improvements Project, in the City as described m and in accordance with the feasibility report prepared by the City Engineer; and WHEREAS, the City Council has been advised by the City Engineer that said utility and street improvements, City Project #41012 feasible, and should best be made as proposed, and the City Engineer's report to this effect has heretofore been received by Council, and filed with the City Clerk on February 6, 2007, and WHEREAS, the statute provided that no such improvements shall be made until the Council has held a public hearing on such improvements following mailed notice and two pubhcations thereof in the official newspaper stating tune and place of the heating, the general nature of the improvement, the estimated costs thereof, and the area proposed to be assessed, in accordance with the law. NOW THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount accepts the feasibility report for City Project #410 and places it on file. NOW THEREFORE IT BE FURTHER RESOLVED, by the City Council of the City of Rosemount that the pubhc hearing be scheduled to consider City Project #410, 2007 Street Improvements Project, to be held on Tuesday, February 20, 2007 at 7 30 o'clock p.m or as soon thereafter as possible, in the Council Chambers of the City Hall.
