REGULAR MEETING MINUTES
December 6, 2016
1. CALL TO ORDER
Pursuant to due call and notice thereof the meeting of the Environmental & Sustainability Task
Force of the City of Rosemount was called to order on December 6, 2016 at 5:34 p.m. in the
Conference Room of the City Hall, 2875 145th St West, Rosemount. Attendees included Members:
Katie Koch-Laveen, Mark Glende, Rebecca Higgins, Wade Miller and Renee Burman. Council
Member Vanessa Demuth, Senior Engineer Technician Derick Anderson (left meeting at 6:30 pm),
Interim Public Works Director John Morast, and resident Karen Malkowski.
2. ADDITIONS OR CORRECTIONS TO AGENDA
Rebecca informed the task force that the EA grant of $15,000 was awarded on November 22nd.
The goal of the grant is to hire a consultant to help provide metrics for Green Step vs. STAR Cities.
Rebecca also provided an update about leaf collection in Thief River Falls. The city uses retrofitted
dump trucks to collect leaves which are composted at a city facility. The compost is sold to
residents.

Motion by Higgins Second by Koch-Laveen.

4. PRESENTATIONS
None
5. OLD BUSINESS
a. Partners in Energy
The program is on hold until April and a Memorandum of Understanding will be completed
at that time. Resident Karen Malkowski is in contact with Shann Finwall, City of
Maplewood Environmental Planner Shann is currently coordinating Maplewood's Partners
in Energy program and is willing to call into a REST meeting to share her experiences.
Wade suggested doing this in February or March.
b. Pop Machine Motion Sensor / Energy usage monitoring
Derick provided watt meter data for vending machines without a Vending Miser and with
one. Energy usage was cut by 52%; data also showed the pop machine at Fire Station 2 is
running more than it should, the Fire Chief is now aware of the problem.
c. Sub Committees
• Wa ter Conservation Subcommittee: Research continues on the possibility of “smart”
sprinklers for public and private lawns. Vanessa brought up multiple users can tie into
existing “smart” system Rosemount is using, unsure of liability and the technical side.
More research will be done including technical controls and what outreach to HOA's
could be done.
• Energy Efficiency: The REST recommended the city install Vending Misers on all pop
machines in the City of Rosemount based on the results of the energy usage study
reported earlier in the meeting.
• Waste and Recycling: No updates.
6. NEW BUSINESS
a. Wa ter Supply Plan
REST members discussed comments for water supply plan. Items included that almost all
water is metered, and if the leak detection survey schedule should be adjusted. Water loss is
less than 10% per year, unsure if an increased leak detection survey would be worth it.
Other ideas included auditing irrigation usage and monthly billing.
