BACKGROUND x
At last week's interview meetings, Councilmember Kearney and I handed out a draft of council goals for
2011.. The draft document reflects our notes of the two goal setting meetings of February 10th and
'February 19th. No proposed edits have been received as of the date of this memo. The draft handed out
last week is attached for your reference. Council should review the draft and determine what changes or
additions should beT made.

City Mission Statement
Rosemount offers opportunities to live, work; sh'op,'play and learn while maintaining our unique
history. We continue to enhance our small town character and pride through neighborhood, park,
downtown, school and community activities. a.

Goals Statement

The City Council reaffirms its goals of past years to work in'partnership with other public, private and
community groups; to communicate and inform residents about City matters; to promote quality
commercial.and residential`growth; to be good stewards of our infrastructure and - buildings; to seek
ongoing improvements inefficiency in all City operations; to maintain fiscal discipline in the use of
taxpayer dollars; and to be forward, looking in planning for the community we want to'be in the future.

Specific Projects and Initiatives i M

The City Council specifically identifies the following projects and initiatives for action in 2011 -2012:

• Create policies to encourage growth and jobs in the "community.
4 • Redevelop the remainder of the old St. Joe's property into Senior Housing and a Sen'ior "
• Consider a partnership with DCTC, the Y ana other possible partners for additional community
amenities.

• Extend Connemara Trail to Akron Avenue in conjunction with new development.
•, Plan and Design a Park and Ride facility in Downtown Rosemount and.construct if federal
funding approved for 2013 -2014 can be advanced. ,
• Continue to'work with the of Minnesota on the development of UMore Park.
• Review priorities'for future trail projects throughout "the City.
• Consider technology initiatives that improve citizen access "to City services.
• Prioritize desired amenities.
• Develop several 5- to ten -year goals. a F
' • Reduce the tax levy for the third consecutive year in 2012.
