RECOMMENDED ACTION: Motion to Adopt a Resolution Authorizing the Preparation of
Plans and Specifications for the Glendalough 4 th Addition, City Project #435.
BACKGROUND:
On August 17, 2004 the Rosemount City Council authorized the preparation of a feasibility report for the
Evermoor's Glendalough 5th - 10th Additions Street and Utility Improvements and Appurtenant Work as
part of City Project #389. Evermoor's Glendalough 5`" —10` Additions is a continuation of the
Evermoor Glendalough neighborhood. The Glendalough 5` — 10`" Additions are generally located in the
eastern end of the Evermoor tract, and these additions represent the last remaining areas in the Evermoor
project. In 2010, the Glendalough 3td Addition was constructed. The Glendalough e Addition is the next
and final phase of the development to be completed and is comprised of 25 single- family residential units.
This project has been designated as City Project #435.
Proposed Improvements
The proposed improvements will complete Carlingford Lane to the north of 134`'' Street West. The
proposed surface improvements include the construction of a 28 -foot wide city street that includes
concrete curb & gutter and 5 -foot concrete sidewalks along both sides. There will also be a trail
connection to the existing bituminous trail along the north property line of the Glendalough
developments. The proposed utility improvements include the construction of water main, sanitary sewer,
and storm sewer.
Cost and Funding
The total preliminary estimated project cost is $603,000, which includes 10% contingency and 30%
indirect costs. The funding for the public improvements will be collected from the developer, US Homes
Corporation (Lennar), who will fund 100% of project costs for streets and utilities. A cash deposit has
been received from the developer to fund costs associated with preparation of plans and specifications for
the project.
Schedule
It is anticipated that the public improvements for the Glendalough 4 Addition will be started and fully
completed, including all restoration items except the bituminous wear course, by the end of the 2011
construction season.

SUMMARY:
Staff is requesting that the City Council adopt the attached resolution ordering the project and authorizing
the preparation of plans and specifications for City Project #435.

A RESOLUTION AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS
FOR GLENDALOUGH 4 th ADDITION
STREET AND UTILITY IMPROVMENTS
CITY PROJECT #435
WHEREAS, pursuant to the resolutions of the Council adopted on August 17, 2004, a re rrt was prepared
by the City Engineer with reference to the improvement of Evermoor Glendalough 5 -10` Street and
Utility Improvements, City Project # 389, and this report was received by the Council on January 18, 2005,
and
WHEREAS, the report provides information regarding whether the proposed projects are necessary, cost-
effective, and feasible.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF ROSEMOUNT,
MINNESOTA:
1. Such improvements are hereby ordered as proposed in the Feasibility Report for the project.
2. The City Engineer is hereby ordered to prepare plans and specifications for the making of such
improvements within the Glendalough 4` Addition.
ADOPTED this 19' day of April, 2011.
