And 2 Motion to Adopt a Resolution Establishing State -Aid Streets. ISSUE: Adoption of resolution defining Rosemounfs Municipal State Aid street system. BACKGROUND: Each year, based on development and the addition of streets, the City updates the mileage of the entire street system and certifies this information to the Municipal State Aid District Engineer. This is done as part of the Cit�s Municipal State Aid (MSA) system. Through a formula, cities are allocated a certain number of miles to designate as Municipal State Aid Streets, which makes that street eligible for receiving MSA funds for construction and maintenance. These can be both existing and non - existing streets that are planned for future construction. Adoption of the attached resolution by Council will allow the City of Rosemount to begin collecting MSA needs funding on the updated system in 2012. It is proposed to revoke or remove three existing streets from the system due to development and reprioritization of the need for collector streets. The streets being removed are as follows: • Audrey Avenue (Part of MSAS 125): Connemara Trail to Bonaire Path East (0.76 miles, non- existing segment) • 140` Street East (Part of MSAS 115): Akron Avenue to Blaine Avenue East (1.51 miles, non- existing segment) • Barbara Avenue (MSAS 130): 140` Street East to Bonaire Path East (0.50 miles, non - existing segment) Three streets will be added to the system. The addition of non - existing streets is in line with proposed futures streets and development. The streets being added are as follows: • Connemara Trail (Extension of MSAS 129): Audrey Avenue to Blaine Avenue East (0.84 miles, non - existing segment) • Bacardi Avenue West (MSAS 134): Bonaire Path West to 12W Street West (1.52 miles, existing segment) 120` Street West (MSAS 135): Bacardi Avenue West to Robert Trail South (TH 3) (Part of segment is on the border with Eagan. Rosemount is responsible for 0.12 miles of existing and 0.29 miles non - existing segments, total .41 miles) G: \MSAS \20110419 CC MSAS Designation.doc There is a total of 2.77 miles that is proposed to be revoked plus an additional 0.51 miles that was left unassigned from last year, for a total of 3.28 miles that can be added to the MSA system. The total amount of street mileage proposed to be added this year is 2.77 miles leaving 0.51 miles undesignated at this time. With CounciPs authorization, staff will submit the approved resolutions to Mn /DOT for approval of the new streets as shown on the attached map. SUMMARY: Staff recommends that the City Council adoption of the attached resolutions. 2 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2011 - A RESOLUTION REVOKING MUNICIPAL STATE -AID STREETS WHEREAS, it appears to the City Council of the City of Rosemount that the streets hereinafter described should be designated Municipal State -Aid Streets under the provisions of Minnesota Law. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount that the roadways described as follows, to -wit: • 140th Street East — Akron Avenue to Blaine Avenue East • Audrey Avenue — Connemara Trail to Bonaire Path East • Barbara Avenue —140th Street East to Bonaire Path East be, and hereby is, revoked as Municipal State -Aid Streets of said City subject to the approval of the Commissioner of Transportation of the State of Minnesota. BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to forward two certified copies of this resolution to the Commissioner of Transportation for his consideration. ADOPTED this 19th day of April, 2011. CERTIFICATION I hereby certify that the foregoing is a true and correct copy of a resolution presented to and adopted by the City Council of Rosemount at a duly authorized meeting thereof, held on the 19th day of April, 2011, as disclosed by the records of said City in my possession. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount that the roadways described as follows, to -wit: • Connemara Trail — Audrey Avenue to Blaine Avenue East • Bacardi Avenue West — Bonaire Path West to 120 Street West • 120th Street West — Bacardi Avenue West to Robert Trail South (Trunk Highway 3) be, and hereby is established, located, and designated as Municipal State -Aid Streets of said City, subject to the approval of the Commissioner of Transportation of the State of Minnesota. BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to forward two certified copies of this resolution to the Commissioner of Transportation for his consideration, and that upon his approval of the designation of said streets or portions thereof, that same be constructed, improved and maintained as Municipal State -Aid Streets of the City of Rosemount, to be numbered and known as the following Municipal State -Aid Streets: • Connemara Trail — Audrey Avenue to Blaine Avenue East • Bacardi Avenue West — Bonaire Path West to 120th Street West • 120th Street West — Bacardi Avenue West to Robert Trail South (Trunk Highway 3) ADOPTED this 19th day of April, 2011. Shared mileage is 0.34 miles of which each city will receive -0.17 miles- 0.12 existing and 0.05 non existing. Then Rosemont will have 0.24 non existing miles. Total mileage of 0.12 existing and 0.29 non existing for a total of 0.41 miles) The following Municipal State Aid Street revocations will be approved when the City Council resolution is received: Part of MSAS 115 140 Street East- Akron Avenue to Blaine Avenue (1.51 non existing miles) Part of MSAS 125 Audrey Avenue- Connemara Trail to Bonaire Path (0.76 non existing miles) MSAS 130 Barbara Avenue- 140 Street to Bonaire Path (0.50 non existing miles) The following documents must be submitted before further processing can occur: A Commissioner's Order will follow after the City Council resolution is received and approved by the Commissioner. Comments: No payback on revocations If the City Council resolution is received by the DSAE before May 1, 2011, routes designated can receive needs in 2011. Include the road data with the normal computer needs update. Also include the revisions on the Certification of Mileage due in January 2012.
