Kearney to Rosemount City Council.
The City Clerk shall administer the Oath of Office to Council Member Kearney.

EXECUTIVE SUMMARY
ISSUE
Minnesota State Statute 358.05 requires that City officials must take and sign an Oath of Office before
transacting any business or exercising any privilege of office.
BACKGROUND
The City Council accepted applications until December 30, 2010 to fill a vacancy on the Rosemount City
Council. The vacancy was created by the election to the Minnesota House of Representatives of Council
Member Kurt Bills, who submitted a resignation effected December 22, 2010.
The City Council received 18 applications for the vacancy. The City Council held initial interviews for all
applicants on January 11, 12 and 15. On January 19, the City Council conducted second interviews with
three of the original applicants. Council Members picked Matthew Kearney in a preliminary vote.
SUMMARY
After adoption of Resolution, the Oath of Office for Kearney shall be administered by the City Clerk.

A RESOLUTION FOR APPOINTMENT OF A MATTHEW KEARNEY TO
ROSEMOUNT CITY COUNCIL
WHEREAS, the City Council received a notice of resignation of Council Member Bills effective
December 22, 2010 creating a two year vacancy on the Rosemount City Council;
WHEREAS, the City Council accepted applications for the City Council Member and conducted
interviews on all applicants; and
WHEREAS, the City Council selected Matthew Kearney in a preliminary vote.
THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemount, Dakota
County, Minnesota, that it hereby appoints Matthew Kearney as a Council Member for a term
expiring December 31, 2012.
ADOPTED this 1st day of February, 2011 by the City Council of the City of Rosemount.
