CITY COUNCIL
City Council Regular Meeting: April 5, 2011
EXECUTIVE SUMMARY
BACKGROUND:
Following the appointment of Matt Kearney to the vacant council seat, the Council met in two five to six
hour goal setting meetings on February 10th and February 19th. Subsequently, Council member Kearney
worked with staff to incorporate the results of those two sessions into a draft document. Council
members reviewed the draft document at the special council meeting of March 29th and made final edits
to the document. The attached draft has incorporated the edits from that meeting.
DISCUSSION:
The final draft of goals for 2011 -2012 incorporates the City Mission Statement that has been in place for a
number of years. The "Goals Statement" is new this year and incorporates many of the general goals the
Council has included in previous years. This section tends to focus on how we intend to do business. The
last section proposes some specific projects and initiatives for special attention and consideration over the
next one to two years as discussed in the February meetings.
RECOMMENDATION:
If there are no further changes or additions to the goals document, it is recommended that the Council
pass a motion to approve the goals for 2011 -2012 as presented.
City Mission Statement
Rosemount offers opportunities to live, work, shop, play and learn while maintaining our unique
history. We continue to enhance our small town character and pride through neighborhood, park,
downtown, school and community activities.
Goals Statement
The City Council reaffirms its goals of past years to work in partnership with other public, private and
community groups; to communicate and inform residents about City matters; to promote quality
commercial and residential growth; to be good stewards of our infrastructure and buildings; to seek
ongoing improvements in efficiency in all City operations; to maintain fiscal discipline in the use of
taxpayer dollars; and to be progressive in planning for the community.
Specific Projects and Initiatives
CITY OF ROSEMOUNT
GOALS FOR 2011 -2012
The City Council specifically identifies the following projects and initiatives for action in 2011 -2012:
Create policies to encourage growth and jobs in the community.
Redevelop the remainder of the old St. Joe's property into Senior Housing and a Senior Center.
Reduce the tax levy for the third consecutive year in 2012.
Enhance the partnership with DCTC, the Y and other possible partners for additional community
amenities.
Extend Connemara Trail to Akron Avenue in conjunction with new development.
Plan and Design a Park and Ride facility in Downtown Rosemount and construct if federal
funding approved for 2013 -2014 can be advanced.
Continue to work with the University of Minnesota on the development of UMore Park.
Review priorities for future trail construction projects throughout the City.
Embrace technology initiatives that improve citizen access to City services.
Prioritize desired amenities.
Develop several five- to ten -year goals.
