BACKGROUND
Councilmember Weisensel has advised staff that there is currently a situation where two girls from the
same Girl'Scout troop have both earned a Gold Award`(similar to an Eagle Scout award). One is a
Rosemount resident and the other.girl lives in the portion of Lakeville that °attends Rosemount schools.
Staffs practice up to now has been to generally, limit recognitions and awards at our Council meetings to
Rosemount residents. Councilmember Weisensel reports that this is causing an issue within the Girl Scout '
Troop because one would be honored according to our current practice and one would not be. Staff
would like Council discussion and guidance on whether to (1) continue with our current practice, (2) open
up our awards and recognitions to non - residents, or (3) keep, our current practice but make an exception in
this one case`due to some unique circumstances.
