Director , ATTACHMENTS: APPROVED BY: RECOMMENDED ACTION: Information Item ISSUE w In May, the City Council at a work session discussed the senior housing market study and next steps to attract senior housing with services into the community It was decided that staff would forward the study as a s precursor,to an actual Request for Qualifications (RFQ) being sent out. The study' was sent out to eight recipients, with one thatJhey were not interested at this time. There were no other comments received. ° The next step is to put together an RFQ and send that out with the study information. The format for the RFQ will be similar to what was used for the Downtown Redevelopment project. There will be some general information about the community, the specific site, and the site design and ' architecture principles for.ihe project. The RFQ will not ask for a detailed site plan at this time but. will ask'for information about the development and management team, description of comparable projects, a financial plan and a preliminary concept plan: The RFQ will note that the City is looking for senior housing, senior center and some storage and ancillary "space associated with the Steeple Center. Additionally, shared parking for all site uses should be addressed. We will note that there is public parking across Hwy 3 although crossing Hwy 3 is less convenient. ,It was not intended that the RFQ desi ate the size or e of senior ro osed. An Q � � gp p Y respondent will have access to the Market Study and should be determining`tle best product and size to make the project economically viable and financially solvent over the long -term. The RFQ will also be asking fora Financial Plan. The plan must'demonstrate' the financial capability of the development team and also indicated estimated costs and financial responsibilities of the City and Development Team for the various project components; senior housing; senior center, ancillary Steeple Center space, land acquisition, 'site work., For the Downtown projeci ;the.timeline from distribution of the RFQ to decision making was initiallyapiojected at 2 months. Staff would anticipate s similar timeframe, depending'upon the number of responses received. After distribution of the RFQ materials, staff intends to hold a r developer meeting where potential respondents can ask questions and `review the site. After receipt of the responses, staff would anticipate an interview process in front of the Council or a portion of y y E the Council. - The following is the list of organizations staff is intending to send the RFQ °to. If the Council has additional senior housing providers of developers` who do this type of work,' please add them to the list. Staff was not intending to send the RFQ to developers whose work targets financial assistance senior housing.
