BACKGROUND
The Minnesota Department of Transportation recently issued a solicitation for applications for federal
funding as part of the Safe Routes to School program. Two candidate projects have been identified for
consideration.
The first candidate project is the installation of a sidewalk along 144`" Street between Chili Avenue and
Cameo Avenue. This sidewalk would improve the safety for students walking to Rosemount Elementary
and Middle Schools and was a recommendation from the June 2010. Safe Routes to School Report
completed by Dakota County for the school district.
The second candidate project is the installation of trail on the west side of Shannon Parkway from
Dearborn Path to 145`" Street. This project is consistent with the City's trail and sidewalk improvement
plan and would provide access to a controlled intersection at 145` Street and Shannon Parkway for
student walkers. From discussions with school district representatives, the radius for walkers has been
increased; however, Shannon Parkway is still identified as a hazardous roadway. For the school district to
support student walkers west of Shannon Parkway there must be access to cross Shannon Parkway at a„
controlled intersection rather than a mid -block cross -walk.
The attached memorandum from Chuck Rickart with WSB & Associates, Inc. provides additional
information on the proposed projects, estimated cost, and location exhibits.
A request has been submitted to ISD 196 Superintendent Berenz for a school district letter of support.
Applications are due June 15.
SUMMARY
Staff recommends Council adoption_ of the attached resolution authorizing the submittal of two
applications for Safe Routes to School funding.

A RESOLUTION AUTHORIZING THE APPLICATION FOR FUNDING
THROUGH THE SAFE ROUTES TO SCHOOL PROGRAM
WHEREAS, the City Council of the City of Rosemount supports the promotion of healthy living for all
residents, especially school -aged children; and
WHEREAS, the City Council of the City of Rosemount has reviewed the proposed projects for funding
through the Safe Routes to School program, and
WHEREAS, a letter of concurrence from the school district Superintendent offering support for the
proposed projects has been requested, and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rosemount hereby
approves the application for funding through the Safe Routes to School program and recommends .
submittal to the Minnesota Department of Transportation.

The Minnesota Department of Transportation is currently accepting applications for Safe Routes
to School (SRTS) projects for construction in 2012 — 2013. The purpose of this funding source is
to provide funding for infrastructure improvements to enhance conditions for pedestrians and
cyclists near schools.
Mn/DOT has identified several types of improvements that, in their opinion, would qualify for
the SRTS funding. These include:
• Sidewalk improvements: new sidewalks, sidewalk gap closures, and curbs, gutters, and
curb ramps with sidewalks. All improvements must be ADA compliant.
• Traffic calming and speed reduction improvements: roundabouts, bulb -outs, speed
humps, raised crossings, raised intersections, median refuges, narrowed traffic lanes, lane
reductions, and full- or half - street closures.
• Pedestrian and bicycle crossing improvements: crossings, median refuges, raised
crossings, raised intersections, traffic control devices (including timed on/off beacons,
bicycle- sensitive signal actuation devices, pedestrian countdown signals, vehicle speed
feedback signs at speed transitions, and pedestrian activated signal upgrades) 1, and sight
distance improvements.
• On- street bicycle facilities: new or upgraded bicycle lane widened outside lanes or
roadway shoulders, bicycle boulevards, geometric improvements, channelization and
roadway realignment, traffic signs, and pavement markings.
• Off - street bicycle and pedestrian facilities: exclusive multi -use bicycle and pedestrian
trails and pathways that are separated from a roadway.
• Secure bicycle parking facilities: bicycle parking racks, bicycle lockers, designated
areas (bicycle parking racks, bicycle lockers, etc.) with safety lighting, and covered
bicycle shelters.

• Traffic diversion improvements: separation of pedestrians and bicycles from vehicular
traffic adjacent to school facilities, and traffic diversion away from school zones or
designated routes to a school.
The following general requirements and guidance has been established for the SRTS funding:
• This round of solicitation is only for infrastructure projects (non- infrastructure
solicitation will be announced later)
• Projects are funded at 100% with no local match required. However, by funding the
Engineering Costs as the Cities local contribution additional points would be given to the
applications.
• SRTS may not be used to match other Federal Funds
• There is no maximum amount that can be funded. Grants typically range from $10,000-
$175,000
• Projects must be implemented in 2012 and 2013.
• Projects must be located within public right of way (including school district properties)
or private land with public access easements
• Projects must be located within approximately 2 miles of a primary or middle school
• SRTS funds cannot be used to purchase right of way.
• NEPA requirements apply, but most projects will qualify for a categorical exclusion`
which would only require a Project Memorandum.
The City has identified three segments of sidewalk that would qualify for this funding.
1. 144 Street from Chippendale Avenue to Cameo Avenue
2. Shannon Parkway from Dearborn Path to 143 Street
3. Shannon Parkway from 143 Street to 145 Street
The School District has recently expanded their walking zones to 1.0 miles for the elementary
schools and 1.5 miles for middle schools. It previously was '' /z mile. -Both the 144 Street
segment and the Shannon Parkway segments are within these walking zones. The City has
identified the Shannon Parkway segments in the adopted sidewalk and trail plan.
We have had preliminary conversations with the School District and they are in complete support
of the projects.
Both the City and School District has been contacted recently by parents of students who live
west of Shannon Parkway on Dearborn Path. The residents have requested from the City that an
additional crosswalk be installed across Shannon Parkway at Dearborn Path. Although this
would provide an additional marked crossing it would NOT provide a "safe" crossing according
to the School District's policies. They require any crossing of a major roadway such as Shannon
Parkway to be at a controlled intersection, such as 145 Street. In order to provide a way for the
students along Dearborn Path and 143 Street west of Shannon Parkway to walk to the Middle
School or Elementary School the sidewalk segments on the west side of Shannon Parkway
between Dearborn Path and 145 Street would need to be completed. The School District is
currently providing an exception to the 1.0 and 1.5 mile rule and providing bussing for these
students west of Shannon Parkway who do not have access to sidewalk connections to a
controlled intersection.

The 144 Street segment was identified in the June 2010 "Safe Routes to School Comprehensive
Plan" for the Rosemount Elementary School as one of the issue areas. Although at the time 144
Street was not identified as a recommendation, the City has determined that this segment would
provide more benefit not only to the School but recreational users than the 143` Street or upper
143` Street.
The attached figure shows the location of the proposed segments in relationship to the School
District walking zones.
We believe that splitting the projects into two applications, one for 144 Street and one for
Shannon Parkway, would provide the best opportunity to receive the funding. Based on our
preliminary review of each segment the estimated costs are as follows:

It is our recommendation that the City proceed with the SRTS grant application, working with
IDS 196 on receiving the most up to date information available, to insure that the applications
are viewed by Mn/DOT as a good candidates for 'funding.
