ISSUE: Receive bids and award contract for the Glendalough 4th Addition Street and Utility Improvements, City Project #435. BACKGROUND: On Friday, May 27, 2011, bids for this project were received and read aloud publicly. After verification of bids received, the low bidder is BCM Construction, Inc. in the amount of $434,878.10. The Glendalough 4`'' Addition is comprised of 25 single - family residential units. The proposed improvements will complete Carlingford Lane to the north of 134`" Street West (the attached location map illustrates the project area). The proposed surface improvements include the construction of a 28 -foot wide city street that includes concrete curb & gutter and 5 -foot concrete sidewalks along both sides. There will also be a trail connection to the existing bituminous trail along the north property line of the Glendalough developments. The proposed utility improvements include the construction of water main, sanitary sewer, and storm sewer. It is anticipated that the public improvements for the Glendalough 4`' Addition will be fully completed, including all restoration items (except the bituminous wear course) by the end of the 2011 construction season. SUMMARY: Staff recommends that Council adopt the attached resolution receiving the bids and awarding the contract for the Glendalough 4th Street and Utility Improvements, City Project #435. BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows: All bids on construction of Glendalough 4th Street and Utility Improvements have been received and tabulated. 1. The bid of BCM Construction, Inc. from Faribault, Minnesota, in the amount of $434,878.10 for the construction of said improvements is in accordance with the plans and specifications and advertisement for bids, and is the lowest responsible bid and shall be and hereby is accepted. 2. The Mayor and Clerk are hereby authorized and directed to enter into a contract with said bidder for the construction of said improvements for and on behalf of the City of Rosemount conditioned upon receipt of an executed easement from the property owner in a form approved by the City Attorney. 3. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposit of the successful bidder and the next two lowest bidders shall be retained until a contract has been executed.
