I 4 ROSEMOUNT CITY COUNCIL City Council Work Session Meeting: May 11, 2011 EXECUTIVE SUMMARY ISSUE Staff would like to provide the City Council with updates on a number of facility issues that staff are currently working on. Arena (Floor Cooling) Compressors In the spring of 2010, the four original compressors for the Rosemount Arena were replaced. The total cost of the replacement project was $43,931. The compressors came with a one year warranty. On April 11, 2011 all of the compressors stopped working and we lost power in the arena. We were able to get two compressors up and running, but two compressors failed and we did lose a couple hours of ice Rink Tec, the firm who installed the compressors came out to do an inspection of the failing compressors. They feel that one compressor might have "blown a rod" which would be covered under warranty, but they could not pinpoint what caused the other compressor to fail. Both compressors have been brought to the manufacturer to see what the problems are. Staff began taking the ice out of the arena on Monday, May 2, 2011 and will put it back in on June 6, 2011. Staff needs to have these issues taken care of in the next couple of weeks. Arena (Air Cooling) Chiller The air in the arena is cooled and dehumidified by a chiller unit that consists of a 100 ton compressor and an 80 ton compressor. In the winter months, both compressors are turned off and we draw in outside air to maintain proper air temperature. In the spring, summer, and fall ice seasons, both units are used. On April 11, 2011 the 100 ton chiller stopped working and a service call was placed to Corporate Mechanical Incorporated to service the unit. The unit displayed an error message that indicated the bearings had seized up. Corporate Mechanical checked the unit and was not able to get it operational. This unit was replaced in 2007 due to an electrical storm that caused the unit to seize up. The unit was replaced as part of an insurance claim. It will cost $25,607 to replace the unit. A one year warranty on labor would be an additional $700, and a five year warranty on the unit, but not on labor, would be an additional $3,000. This situation is being reviewed as a potential insurance claim by the League of MN Cities. DCTC Ames Soccer Complex During a routine spring inspection on the DCTC Ames Soccer Complex, staff noticed more than normal discoloration of the turf. Upon further review, it has been determined that portions of the playing areas have significant turf damage. In some of the areas, the turf is dead. Staff have shut down the three soccer fields until the turf conditions can be improved. We have had three different turf professionals come out to assess the damage. The consensus is that a combination of issues most likely led to the poor turf conditions including over use, compaction, and poor drainage in some areas. By the fields being over used, they are not being provided with ample time to rejuvenate themselves. The overuse and less than desirable soil conditions cause the fields to become compacted thus not allowing for proper drainage and root growth. It is also expected that some of the turf damage was caused by winter kill, due to standing water on the fields just prior to snow fall this past fall and winter. To repair the three fields by placing sod in the damaged areas would cost between $30,000 $33,000 in total. To top dress and seed the damaged areas on all three fields using a special mix of sand, peat moss and top soil would cost $12,000 in total. Staff also expects to add additional top dressing throughout the summer that would cost approximately $6,000. Our goal is to have the fields open again in mid August. Staff will keep the City Council updated on these should there be any further interruption in services to the public. 2
