This is a group primarily composed of elected officials and top administrators throughout the County for the purpose of identifying projects or services that could be more efficiently or effectively conducted through joint efforts. The major project of the initial HiPP project was the countywide Dakota Communications Center. After working with a consultant, conducting a survey of City staff members, facilitating a public process that included focus groups and a town hall meeting, the HiPP initiative was reset with six new areas designated as worth of further exploration. Subcommittees on each of the six areas are now being formed. In the attached letter, a co -chair of the Public Safety Joint Opportunities committee is inviting an elected official from each City to participate on this subcommittee. Some areas that they may look at include, but are not limited to, new fire training facilities and a new gun range for police departments. It is not necessary or even expected that each City will send an elected official to attend this committee, but one of you would be very welcome to join the committee. In somewhat related news, I have been designated as one of the co- chairs for the overall county HiPP project with the departure of current co- chair, Peter Herlofsky of Farmington. The other co -chair is Mayor Mike McGuire of Eagan. April 25, 2011 City of Rosemount Mayor Bill Droste 2875 145 Street West Rosemount, MN 55068 CITY OF MENDOTA HEIGHTS RE: High Performance Partnership Public Safety Joint Opportunities Committee Dear Mayor Droste: As you are probably aware by now the High Performance Partnership (HiPP) reset process that started last fall has now produced six partnership opportunities that are being reviewed. One of those six committees that has been formed is the Public Safety Joint Opportunities Committee. Inver Grove Heights Mayor George Tourville and I are the two co- chairs for this committee. Please let this letter serve as your invitation to place one elected official from your organization on this committee. The committee will also include representatives from the Dakota County Sheriff's Office, the police chiefs association and the fire chiefs association. The first meeting of the committee will be held on Friday, May 20, 2011 from 9:00 a.m. to 11:00 a.m. in the Eagan Room at Eagan City Hall. We anticipate that this committee could be in place for the remainder of 2011. Please let me know who you select to serve on this committee and if they will be in attendance at the meeting on May 20, 2011. If you have any questions please let me know.
