POSEMOUNT City Cou icil Meeting: CITY COUNCIL March 15, 2011 EXECUTIVE SUMMARY SUMMARY This item was initiated by staff as part of our continuing efforts to implement the Pedestrian Facilities Plan and the recently completed Pedestrian and Bicycle Master Plan. Staff plans to submit a Local Trail Connections grant application to the Minnesota Department of Natural Resources. The trail which would be funded by the grant extends approximately 1,500 feet along the west side of South Robert Trail (Trunk Highway 3) from 140 Circle to Connemara Trail. The proposed trail is illustrated on the attached City wide Pedestrian Facilities Map and site specific Downtown School Campus Connector map (see attached). The grant could fund up to $100,000, which is the cap for the grant program, of the estimated $266,000 project cost. Staff recommends the City Council approve the attached resolution authorizing submission of the grant application and designating the City's matching funds from the City's Street Fund. The proposed match from the City's Street Fund is a result of surplus funds that are available from the 2008 Street and Quiet Zone project. These funds are a combination of street capital improvement program (CIP) and Municipal State Aid monies programmed to this project. The use of these funds will not impact current fund balances programmed for these accounts as they were programmed to the 2008 Street and Quiet Zone project. This trail segment was identified as a priority in the City's Pedestrian and Bicycle Master Plan as well as the Safe Routes to School plans for Rosemount High School, Rosemount Middle School and Rosemount Elementary School. This trail segment will fill an important gap in the City's existing trail systems connecting the developing northern and eastern sections of the community to the high school /middle school /elementary school campus, community center, Minnesota Valley Transit Authority Park and Ride site, Dakota County Public Library, Steeple Center and downtown Central Business District. Staff believes installation of this link will help in future grant applications for the Hwy 3 underpass, as it provides for a more regional connection.
