EXECUTIVE SUMMARY
BACKGROUND:
On January 4, 2011, the Rosemount City Council authorized the preparation of plans and specifications
for the 2011 Street Improvement Project. This project has been designated as City Project #432. At this
time, the plans and specifications are complete and copies are on file in the Engineering Department. A
brief review of the proposed improvements follows:
LOCATION:
The 2011 Street Improvement Project includes approximately 2460 feet of mill and overlay improvements
on 145` Street between Diamond Path and Shannon Parkway. Roadway rehabilitation is proposed for
approximately 4500 feet of various 32 -foot wide urban streets within the west half of the Valley Oak
neighborhood. Additionally, sidewalk improvements are proposed on the north side of 145 Street as an
alternate to the project. Roadways included within the west half of the Valley Oak neighborhood are listed
below:
156` Street: Shannon Parkway to Claret Avenue
Cornell Trail. Shannon Parkway to Claret Avenue
Crestone Path: 156t Street to Cornell Trail
Crestone Court: Cornell Trail to cul -de -sac
Columbia Court: 156 Street to cul -de -sac
Columbary Court: 156 Street to cul -de -sac
Cornell Court N: Cornell Trail to cul -de -sac
Cornell Court S: Cornell Trail to cul -de -sac

PROPOSED IMPROVEMENTS:
The proposed improvements in the project area include the following:
Roadway Rehabilitation within the west half of the Valley Oak neighborhood
o Pavement removal
o Roadway excavation for the installation of 6 inches of aggregate base and 12 inches of
select granular
o Additional subgrade excavation as needed to remove poor materials from the subgrade
o 4 inches of pavement
o Spot curb gutter replacement
o Installation of concrete curb gutter at the intersection radii
Street Mill and Overlay on 145t Street West between Diamond Path and Shannon Parkway
o 2 -inch pavement mill and overlay
o Spot curb and gutter replacement
The pedestrian improvements are proposed as an alternate to the project and include the following:
145 Street Pedestrian Improvements
o Installation of a 5 -foot sidewalk and 6 -foot boulevard on the north side of 145 Street
between Diamond Path and Shannon Parkway
o Striping to include 5 -foot bike lanes on both sides of 145 Street
o Striping to include parking on the north side of 145 Street
SUMMARY:
Staff recommends Council receive the plans and specifications and ratify the advertising for bids for the
2011 Street Improvement Project, City Project #432.

RESOLUTION 2011
A RESOLUTION RECEIVING THE PLANS AND SPECIFICATIONS
AND RATIFYING ADVERTISEMENT OF BIDS FOR
2011 STREET IMPROVEMENTS PROJECT
CITY PROJECT #432
WHEREAS, the City Council of the City of Rosemount has ordered the preparation of plans and specifications
for the 2011 Street Improvements Project, City Project 432, and such plans and specifications have been
presented to this Council for approval:
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota:
1. Such plans and specifications are hereby approved and ordered placed on file in the office of the City
Clerk
2. The City Clerk shall prepare and cause to be inserted in the official City newspaper and the Finance and
Commerce an advertisement for bids upon the making of such improvements under such approved
plans and specifications for City Project 432.
3. The advertisement shall be published in each of said publications at least once not less than three (3)
weeks before the date set for opening bids, specified the work to be done, stating the bids will be
publicly opened on March 25, 2011 at 10:00 o'clock a.m. at the Rosemount City Hall in said City, and
that no bids will be considered unless sealed and filed with the City Clerk and accompanied by a cash
deposit, cashier's check, bid bond or certified check payable to the City Clerk for five (5 percent of
the amount of such bid.
4. Such advertisement for bids is hereby ratified by the Council.
