EXECUTIVE SUMMARY
BACKGROUND
Several years ago, the Minnesota National Guard began formally working with cities to be designated as
"Beyond the Yellow Ribbon" communities. The Beyond the Yellow Ribbon campaign is intended to
support service personnel and their families while deployed and after returning home. More specifically,
the campaign seeks to build awareness for the needs of service members and their families, connect them
to community institutions, deliver some direct services to them, and to provide a means for Minnesota
citizens to support military families.
In Rosemount, a major kickoff event promoting the Beyond the Yellow Ribbon program was held at the
Rosemount United Methodist Church nearly two years ago. In 2010, a local group of residents formed
with assistance from the National Guard to begin organizing an effort to help Rosemount become a
designated Beyond the Yellow Ribbon community. The group has been meeting monthly and has
prepared the required Action Plan which is designed to coordinate and connect elements of the
community to support military families.
Last September, the City Council approved a resolution declaring the City of Rosemount as a co- sponsor
of the Beyond the Yellow Ribbon effort which allows the City to host information about it on our website
and provide some support activities such as a meeting room.
Now, the City Council is requested to endorse the attached Action Plan as a key part of the application for
Rosemount to become a Beyond the Yellow Ribbon community. In Dakota County, Farmington and
Hastings are the two communities that have already achieved this status. The Action Plan shows some
activities for the Police Department as well as the Mayor and City Administrator. It also shows that there
will be an annual update to the City Council on activities of the group.
RECOMMENDATION
Staff recommends approval of the attached resolution supporting the application for a Beyond the Yellow
Ribbon designation for Rosemount.

RESOLUTION 2011
RESOLUTION SUPPORTING APPLICATION FOR OFFCIAL BEYOND THE YELLOW
RIBBON STATUS FOR ROSEMOUNT
WHEREAS, a group of residents has been working since mid -2010 to organize the community's
efforts to support military personnel and their families during and after deployments; and,
WHEREAS, the Rosemount City Council previously approved a resolution to co- sponsor this effort
in September 2010; and,
WHEREAS, the Beyond the Yellow Ribbon committee has prepared the necessary elements for an
application to the State of Minnesota to formally be designated as a `Beyond the Yellow Ribbon"
community including an Action Plan; and,
WHEREAS, City Council support is essential for the application to be approved by the State of
Minnesota;
NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby approves and supports
the application and Action Plan for official `Beyond the Yellow Ribbon" designation for Rosemount.
ADOPTED this 15` day of March, 2011 by the City Council of the City of Rosemount.

Will conduct a district counselor's meeting each fall to review how to identify
students and review available service.
At the start of school workshops, counselors will review available services for
military family with the full faculty
The school district has practices in place to ensure that all veterans have all
employment rights that they are entitled to.
Principal will include support of military families in at least one staff
development session on an annual basis.
Each spring, the high school will conduct a ceremony to recognize all seniors
who plan to serve their country.
If members of Red Bull Division are deployed in the future, we will invite them
to a school pep fest and give them a warm sendoff
Provide a special group meeting opportunity on a monthly basis. The purpose of this
group is to bring the children of military families together for support purposes.
