ATTACHMENTS: Draft Concept Plan APPROVED BY: oti) RECOMMENDED ACTION: Information Item 4 ROSEMOUNT CITY COUNCIL City Council Work Session Date: March 9, 2011 EXECUTIVE SUMMARY ISSUE In 2008, the University of MN developed a concept plan for development of the UMore property. The Concept Plan was ultimately approved by the Regents and has been displayed as a loose template for future development. The City reviewed the concept but did not take any formal action of approval or acceptance. DISCUSSION A revised concept plan has been developed to reflect changes in the area since the 2008 Plan was conceived. There have been several studies and more information about proposed on -site mining which would alter the Plan from that initially envisioned. The main change is the future transportation system for the area, which came out of the Dakota County corridor study. The Study defined north /south and east /west arterial and collector roads that will serve future development in UMore and surrounding rural areas. Mining information also altered the area adjacent to County Road 42, where the buffer will remain between Bloomfield and the UMore mining activity. It is expected that additional modifications will be made to address other potential mining impacts. These modifications are in preparation for compilation of the development scenarios needed for the AUAR process. The Plan before the Council is roughly similar to the concept. However, it has been converted into GIS and therefore, there is more exactness to the acreage of the property and each proposed land use.
