Professional Services Contract for Engineering and Landscape Architect Services - UMORE Ball FieldsAGENDA ITEM: Professional Services Contract for Engineering and Landscape Architect Services UMORE Ball Fields AGENDA SECTION: Consent PREPARED BY: Dan Schultz, Parks and Recreation Director AGENDA NO. (M, ATTACHMENTS: Concept Plan and Proposed Service Agreement APPROVED BY: RECOMMENDED ACTION: Motion to recommend the City Council approve entering into a professional services agreement with WSB to provide design development services for the UMORE ball field project. ROSEMOUNT CITY COUNCIL City Council Regular Meeting: February 15, 2011 EXECUTIVE SUMMARY ISSUE As the City moves closer to acquiring 27 acres of land through the pre dedication agreement with the University of Minnesota for an athletic facility, we need to consider the development of plans for the proposed facility as identified in the attached concept plan. The consulting services that we typically need for a project of this size include: Step 1- DESIGN DEVELOPMENT The design development phase of the work will include further refinement of the layout and site organization, materials selection, grading and drainage strategies, and construction costs. Step 2 CONSTRUCTION DOCUMENTATION Upon approval of design development documents, the consultant will prepare construction documents and technical specifications for site elements that are to be constructed. Step 3 CONSTRUCTION ADMINISTRATION The consultant would coordinate the construction process, construction observations /inspections, construction staking and the development of as -built drawings. Staff has asked WSB to provide a proposal for the necessary services for the design development phase (step 1) of the project. WSB has submitted a proposal that included using Hoisington Koegler Group, Inc. (HKgi) as a subcontractor for the landscape architect work on the project. The total cost for the design development phase of the project is $83,300. At a past City Council work session, staff were directed to further discuss the project with HKgi and ask them to review their fees. Staff did further discuss the project with HKgi and their fees were reduced when resubmitted. Staff also spoke with other firms who provide landscape architect services and they verbally responded with similar type pricing. Staff is expecting to spend $800,000 from the park improvement fund, as identified in the 2011 CIP, on the project in 2011. We are also planning on using an in -kind donation from SKB in the form of earthwork /grading that is valued at $200,000. BACKGROUND The University of Minnesota contacted with HKgi to develop the original concept plan for the project. HKgi's cost estimate for the entire project was approximately $4,000,000 which included full field lighting, maintenance garage, concessions /storage building, score boards, dug outs, batting cages, etc. SUMMARY The Parks and Recreation Commission has reviewed the proposed agreement and recommended the City Council approve the agreement. Staff is recommending the City Council approve entering into a professional services agreement with WSB to provide design development services for the UMORE ball field project. ?ix r.,•! 1 tv •go' .0 to 744 .11 Avado Dna —4 ■•••■•••1 WSB <C Assoc-Jaws. h October 19, 2010 Mr, Dan Schultz Park and Recreation Director City of Rosemount 2875 145 Street Rosemount, MN 55068 Re: Estimate of Professional Services Fee UMore Park and Ball Fields City of Rosemount, MN Dear Mr. Schultz: WSB Associates is pleased to present this proposal for professional engineering services relating to the design of improvements associated with the UMore Park and Ball Fields. The scope of services presented in this proposal are based on discussions with the City of Rosemount, the concept drawings done by Hoisington Koegler Group, Inc. (HKGi), previous cost estimates completed by the University of Minnesota and our familiarity with the project area due to recent projects completed by WSB in the nearby vicinity. Also attached are the following: HKGi's Letter of Services Agreement for Landscape Architecture for the Ball Field Park located at UMore Park in Rosemount, Minnesota HKGi's Schematic Design Plan of the park WSB's 2010 Fee Rate Schedule PROJECT UNDERSTANDING: This project is being constructed on land currently owned by the University of Minnesota and will be constructed as a City park. Concept drawings of the ball fields, parking lot, access roads and other site amenities has been drawn by HKGi and is the basis of this proposal. The land will be dedicated by the U of M and Carl Bolander and Sons Company has offered to complete the mass grading of the site as a donation to the City. The project is proposed to be constructed in stages and phased as outlined below: Stage 1: Mass Grading and Interim Ball Field Construction Stage 1 will involve the mass grading of the site area for the future construction of the proposed facilities as shown on the attached HKGI concept plan and is anticipated to be completed by Carl Bolander and Sons Company. This mass grading will include hold downs for the future site improvements and will be for the following: Proposed ball fields (1 baseball and 4 softball fields) Parking lot Internal site access roads K :1154 -1001 UMore WSB proposal 10- 19- /0.doc Umore Park Proposal October 19, 2010 Page 2 Portions of external site access roads Temporary parking lots to the west of the ball fields Drainage improvements and storm sewer will be installed as necessary to facilitate interim drainage with this phase Stage 2 improvements listed below, or accommodations for within grading, identified as necessary to allow completion of Stage 2 completion without reconstruction or removal of Stage 1 improvements. Stale 2 (Future): Final Ball Field Construction (Elements TBD) Stage 2 will involve the construction of all or portions of the proposed facilities as shown on the attached HKGi concept layout. Elements of Stage 2 include: The final design and construction of the above listed improvements in Stage 1 Stadium seating Concession stands Storage building Bleachers, batting cages and dugouts Site and field lighting Scoreboards Facility electrical systems Irrigation system Site sanitary and water facilities (either onsite portable toilets and or well or extension of City sanitary sewer and water main) Landscaping Fencing Internal trails and walkways Plaza area Parking lot and access road pavements Final storm sewer facilities Storm drainage treatment facilities To make full use of donated site grading by Carl Bolander and Sons Company, WSB understands that site elements that may be identified for future installation (Stage 2) and not initially constructed need to be accounted for in the Stage 1 grading and site design. As a cost savings and design efficiency measure, this approach will identify interim improvements that will serve a use for future stages, but that with installation in Stage 1 will allow for future improvements and additions to be made to the facility with minimum impact and disturbance to the ball fields, turf, and other site elements already in place. PROJECT APPROACH WORK PLAN: WSB's project approach and work plan is based on our understanding of the project as discussed previously and will be completed as described in the following work plan: Project Management: K :1134 -1001 UMore WSB preposal 10- 19- 10.doc Umore Park Proposal October 19, 2010 Page 3 This task includes planning and coordination of all work tasks, establishment and monitoring of budgets, meetings, and correspondence with the City, HKGi, U of M, geotechnical engineer, electrical engineer subconsultant on a periodic basis. The project manager will serve a primary role in the many design considerations. Data Collection: Available data will be collected from the City of Rosemount, U of M, HKGi, private utility companies, and adjacent developments as necessary. Topographic Survey: This task will involve the electronic collection of the ground topography of the approximately 30 acre site. It will consist of the survey field work, crew coordination and data reduction into a cad format. Items surveyed with be all existing ground features, trees, roadways, private and public utilities, drainage ways, ponds, survey monumentation and other relevant features. Geotechnical Data Collection and Soils Report: Soil borings will be considered additional services. It is planned that several soil borings will be taken within the project area. These will be completed by a City approved geotechnical engineering firm and will include a boring log and report with recommendations. Infiltration tests will likely be required for any proposed stormwater infiltration areas. This work is estimated to be in the range of $12,000. Grading Plan Design: WSB will work with HKGi to develop a grading plan for the site. 1. Will be designed in conjunction with the drainage design. 2. Will provide plans for future grades on the surrounding streets to ensure that the site will match into future grades and drainage will work in both the interim and future conditions. 3. Earthwork balances will be analyzed for site balance. 4. Soil borings will be utilized to ensure there is sufficient good material for hard surfaced areas, topsoil for green areas and for structural design aspects. 5. Grading pad design for all proposed buildings (does not include footing designs). 6 Infiltration and pond design will be done under the drainage design work plan. 7. Estimates for earthwork 8.
