ROSEMOUNT CITY COUNCIL City Council Regular Meeting: February 15, 2011 EXECUTIVE SUMMARY SUMMARY On an annual basis the Parks and Recreation Commission reviews the Parks and Recreation related portion of the City's Fees and Fee Policy. The Parks and Recreation Commission recently discussed the City's fees and made a recommendation that a player maintenance fee be added to offset park maintenance costs and a lighting fee be added for the use of the DCTC soccer field lights. Player Fees As part of the 2011 budget process, staff were asked to look at service levels and make recommendations as to what services might be reduced or if there might be another opportunity to provide the service in a different manner. Some examples of the reductions include the Parks and Recreation Department reducing the number of Parks and Recreation brochures from four to three per year, the Public Works Department will only spend half of what they did last year on fertilizer and herbicide, and other departments have been asked to make similar reductions. One item that was discussed with the City Council and included in the 2011 budget was the direction to collect $9,000 of user fees to help offset a portion of maintenance for athletic facility users. The City of Woodbury recently conducted a survey regarding the collection of user fees for youth athletics. Staff has included the survey in the packet. Charging user groups for some of the direct costs of field maintenance is starting to become more common practice in the Twin Cities area. Included in the packet is a copy of a survey that was done by the City of Woodbury regarding maintenance fees. User groups in other local communities are being asked to pay for placement of portable toilets, dragging of infields, cutting of lines, painting lines, repair of damaged turf, etc. It can be assumed that the normal mowing of grass and general upkeep of the parks is not the responsibility of the athletic groups, but other maintenance requests are being reconsidered in many communities often because of troubling economic situations. Staff estimates that between 3,800 to 4,500 youth and adults will participate in athletic activities in City parks during the spring, summer, fall and winter seasons. This number changes from year to year depending on where the coordinating organization assigns the different sports to play and the number of tournaments scheduled. Staff has communicated with local youth sports association representatives regarding the proposed fee. Although they would prefer to not pay a fee, they understood the City's position on this. The Parks and Recreation Commission and staff are recommending that the City Council add a fee of $2.00 per player to City Lighting Fee Per Hour Inver Grove Heights $35 Eagan $31 Apple Valley $40 Rosemount $35 (proposed) the 2011 Fees and Fee Policy as a per player maintenance fee. DCTC Soccer Lights Fee Based on what other surrounding communities are charging for the use of soccer lights, staff is recommending we charge $35 per hour. SUMMARY The Parks and Recreation Commission has recommended that the City Council consider adding a $2.00 per player maintenance fee and a $35 per hour lighting fee for the use of the soccer field lights at DCTC to the 2011 Fees and Fee Policy. 2 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2011 A RESOLUTION AMENDING RESOLUTION 2010 -90 A RESOLUTION APPROVING AMENDMENTS SETTING THE 2011 SCHEDULE OF RATES AND FEES. WHEREAS, the City Council has reviewed the 2011 Schedule of Fees and Rates and recognizes the need to amend certain rates and fees for 2011; and WHEREAS, the City Council has found the need to amend certain Parks and Recreation Fees to add a $2.00 per player maintenance fee and a $35.00 per hour lighting fee for the use of the soccer field lights at DCTC. THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemount, that it adopts the attachment amending Parks and Recreation Fees.
