Brotzler, PE, Director of P AGENDA NO. 11 /fi Works City Engineer ATTACHMENTS: Resolution; December 7, 2010 City APPROVED BY: Council Executive Summary; Map 04J RECOMMENDED ACTION: Motion to Adopt a Resolution Receiving Plans and Specifications and Ratifying Advertisement for Bids for the Connemara Trail Improvements, City Project #431 BACKGROUND: On December 7, 2010, the Rosemount City Council authorized the preparation of plans and specifications for the Connemara Trail Improvements. This project has been designated as City Project #431. At this time, the plans and specifications are complete and copies are on file in the Engineering Department. The proposed improvements will complete Connemara Trail to Akron Avenue. The extension of this segment has been discussed as an opportunity to further development in the area and to provide an alternate access from the Bloomfield neighborhood to CSAH 42. The proposed utility improvements include the construction of water main, sanitary sewer, and storm sewer. The total estimated project cost for the proposed improvements is $2,940,000. The schedule for the receipt of bids and future City Council consideration to award a contract has been set to coincide with the initiation of developer improvements in Prestwick Place 2° and /or Prestwick Place 3r Additions. The commencement of these development projects was determined to be the "trigger" for proceeding with the Connemara Trail project. SUMMARY: Staff recommends Council receive the plans and specifications and ratify the advertising for bids for the Connemara Trail Improvements, City Project #431. G:AENGPROJ \431 \20110621 CC recp1spc- ratifyafb.docx CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2011 A RESOLUTION RECEIVING THE PLANS AND SPECIFICATIONS AND RATIFYING ADVERTISEMENT OF BIDS FOR CONNEMARA TRAIL IMPROVEMENTS CITY PROJECT #431 WHEREAS, the City Council of the City of Rosemount has ordered the preparation of plans and specifications for the Connemara Trail Improvements, City Project 431, and such plans and specifications have been presented to this Council for approval: NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota: 1. Such plans and specifications are hereby approved and ordered placed on file in the office of the City Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official City newspaper and the Finance and Commerce an advertisement for bids upon the making of such improvements under such approved plans and specifications for City Project 431. 3. The advertisement shall be published in each of said publications at least once not less than three (3) weeks before the date set for opening bids, specified the work to be done, stating the bids will be publicly opened on July 8, 2011 at 10:00 o'clock a.m. at the Rosemount City Hall in said City, and that no bids will be considered unless sealed and filed with the City Clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the City Clerk for five (5 percent of the amount of such bid. 4. Brotzler, PE, Director of Public AGENDA NO Works /City Engineer ATTACHMENTS: Resolution, Map APPROVED BY: RECOMMENDED ACTION: 1) Motion to Adopt a Resolution Authorizing the Preparation of Plans and Specifications for the Connemara Trail Improvements, City Project #431. BACKGROUND: Over the past year, Council has discussed the extension of Connemara Trail from the Bloomfield development east to the recently upgraded Akron Avenue. The extension of this segment has been discussed as an opportunity to further development in the area and to provide an alternate access from the Bloomfield neighborhood to CSAH 42. On October 5, 2010, the Rosemount City Council adopted a resolution requesting an advance from the Municipal State Aid Street (MSAS) Fund for the design and construction of Connemara Trail. At this time, staff is requesting authorization to complete the preparation of plans and specifications in advance of development. Completion of the plans and specifications at this time will allow construction to be completed concurrently with development and not be delayed due to the longer design timelines required for a Municipal State Aid project of this size. This project is proposed to extend Connemara Trail approximately 2,800 feet from the Bloomfield neighborhoods to Akron Avenue (MSA Route No. 104, Segment 070). FUNDING: The design of final plans and specifications will be funded by the City's MSAS funds. The future construction of Connemara Trail with development is proposed to be funded with advance funding from the City's MSAS funds with future payback from development in the area. The total estimated project cost for the proposed improvements is $2,800,000. SCHEDULE: Plans and specifications are requested to be completed now and construction is proposed to be completed concurrently with the adjacent developments. Prior to construction, a short project feasibility report will be required to present the estimated costs and assessments. Public hearings for both the proposed improvements and assessments to the adjacent development properties will be required prior to construction. SUMMARY: Staff is requesting that the City Council adopt the attached resolution authorizing the preparation of plans and specifications for City Project #431.
