EXECUTIVE SUMMARY
SUMMARY
The Accu -Vote, the ballot tabulating equipment used during elections by all jurisdictions in Dakota
County, is nearing the end of its useful life and needs to be replaced. During the 2010 elections several
pieces of equipment throughout Dakota County failed or became inoperable.
On August 24, 2010, the Dakota County Board of Commissioners approved the concept of cost sharing
with local jurisdictions to replace this equipment. They anticipate purchasing the equipment in 2013 for use
in the 2014 elections. The current cost, including the ballot box, hardware, and software, is estimated to be
$8,000 per machine. The County currently has $215,000 in unspent Help America Vote Act (HAVA) funds.
The Office of the Secretary of State has granted Dakota County a total of $304,215.87 in HAVA funds for
the purchase of new equipment. Dakota County will also cost share 50% of the remaining cost of
equipment needed for each precinct.
The City currently has 8 machines consisting of 7 precinct machines and 1 spare. One additional machine is
needed for the new absentee ballot precinct. This means Rosemount needs a total of 9 machines. Based on
the figures the County provided, staff estimates the City's share to be $22,744. This purchase has been
anticipated for a number of years and the full cost of the equipment is covered by encumbered funds in the
General Fund.
Attached for your consideration is a resolution approving the cooperative purchase of election equipment
with Dakota County. Due to the anticipated cost savings, staff recommends the Council adopt the
resolution approving the cooperative purchase.
RECOMMENDATION
Motion to adopt the resolution approving the cooperative purchase of election equipment with Dakota
County.

RESOLUTION 2011
RESOLUTION FOR THE COOPERATIVE PURCHASE
OF ELECTION EQUIPMENT
WHEREAS, it is necessary for all precincts within Dakota County to use the same election
equipment; and
WHEREAS, the election equipment is becoming obsolete and experiencing higher failure rates and
increased maintenance costs; and
WHEREAS, Dakota County has current Help America Vote Act funding remaining from previous
grants; and
WHEREAS, Dakota County has applied for additional Help America Vote Act funds from the
Minnesota Secretary of State.
NOW THEREFORE BE IT RESOLVED, that the City of Rosemount hereby supports the
purchase of new election equipment in fiscal year 2013 for implementation in election year 2014; and
BE IT FURTHER RESOLVED, that the City of Rosemount hereby agrees to participate in the
purchase of said election equipment by paying 50% of the net cost of the equipment after reducing the
gross cost of said equipment by utilizing Help America Vote Act funds received by Dakota County,
provided Dakota County pays the remaining 50% of the net cost of equipment.
BE IT FURTHER RESOLVED, that of Rosemount authorizes the Mayor and City Clerk or City
Administrator to enter into any written agreements for said purchase of election equipment.
ADOPTED this 17th day of May, 2011 by the City Council of the City of Rosemount.
