EXECUTIVE SUMMARY
ISSUE:
Receive bids and award contract for the Connemara Trail Improvements, City Project 431.
BACKGROUND:
On Friday, July 8, 2011, bids for this project were received and read aloud publicly. After verification of
bids received, the low bidder is Minger Construction, Inc. in the amount of $2,341,683.53. Of this
amount, $1,675,910 plus 25% for indirect costs will be funded upfront by the City with Municipal State
Aid and City funds, and repaid in the future through deferred assessments to the Prestwick Place
development. The City is able to utilize available Municipal State Aid funds and draw funds as an advance
for this project. City storm core funds will be used to fund $665,773 plus 25% for indirect costs for trunk
storm sewer improvements included within the project.
The attached table shows the breakdown of project costs and funding.
Council consideration to award this contract is concurrent with the approval of petition and waiver
agreements for the deferment of assessments to properties within the Prestwick Place project.
The proposed improvements will extend Connemara Trail east to Akron Avenue. Utility improvements
include the construction of water main, sanitary sewer, and storm sewer along the entire segment.
SUMMARY:
Staff recommends that Council adopt the attached resolution receiving the bids and awarding the contract
for the Connemara Trail Improvements, City Project 431.

RESOLUTION 2011
A RESOLUTION RECEIVING BIDS AND AWARDING CONTRACT
FOR THE CONNEMARA TRAIL IMPROVEMENTS
CITY PROJECT 431
WHEREAS, the City Council authorized the City Engineer to advertise for bids.
BE IT FLRTHER RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows:
All bids on construction of Connemara Trail Improvements have been received and tabulated.
1. The bid of Minger Construction, Inc. from Chanhassen, Minnesota, in the amount of
$2,341,683.53 for the construction of said improvements is in accordance with the plans and
specifications and advertisement for bids, and is the lowest responsible bid and shall be and
hereby is accepted.
2. The Mayor and Clerk are hereby authorized and directed to enter into a contract with said
bidder for the construction of said improvements for and on behalf of the City of
Rosemount.
3. The City Clerk is hereby authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposit of the successful bidder and the next
two lowest bidders shall be retained until a contract has been executed.

Bids were received for the above referenced project on Friday, July 8, 2011, and were opened and read
aloud. A total of nine bids were received. The bids were checked for mathematical accuracy and
tabulated. Please find enclosed the bid tabulation indicating the low bidder for the Base Bid (Schedule
A -E) as Minger Construction, Inc. Chanhassen, Minnesota, in the amount of $2,341,683.53.
We recommend that the City Council consider these bids and award a contract to Minger, Construction,
Inc., based on the results of the bids received.
