BACKGROUND:

City Council Special Meeting: August 1, 2011
EXECUTIVE SUMMARY
On June 21, 2011, City Council approved the final plat for Prestwick Place 3', a development that will add
27 single family homes to the area north of CSAH 42 and west of Akron Avenue.
Staff is asking Council to approve the preparation of plans and specifications, to approve the plans and
specifications, and to ratify the advertisement for bids for the Prestwick Place 3` Street and Utility
Improvements, City Project 436. Bids are scheduled to be received on Friday, August 5, 2011 at 10:00
a.m.
At this time, the plans and specifications are complete and copies are on file in the Engineering
Department. A brief review of the proposed improvements follows.
PROPOSED IMPROVEMENTS
The proposed improvements include the installation of water main, sanitary sewer, and storm sewer
throughout the project area, and the construction of approximately 2650 feet of 28 -foot bituminous
roadway, including 1390 feet for the construction of Street 14 which borders the development to the east.
COST AND FUNDING
The total preliminary estimated project cost is $1,430,000 which includes 30% indirect costs. Staff is
working to finalize Petition and Waiver Agreements with the developer, U.S. Home Corporation and
Akron 42, LLC, for the assessment of public improvement costs and trunk area fees for the project. A
cash deposit has been received from the developer to fund costs associated with preparation of plans and
specifications.

SUMMARY
Staff recommends Council approve the preparation of plans and specifications, approve the plans and
specifications, and approve the advertising for bids for the Prestwick Place 3` Street and Utility
Improvements, City Project 436.

A RESOLUTION APPROVING THE PREPARATION
OF PLANS AND SPECIFICATIONS, APPROVING THE PLANS AND SPECIFICATIONS,
AND APPROVING THE ADVERTISEMENT FOR BIDS FOR
PRESTWICK PLACE 3RD ADDITION STREET AND UTILITY IMPROVEMENTS
CITY PROJECT 436
WHEREAS, U.S. Home Corporation has requested the City of Rosemount prepare plans and
specifications for Prestwick Place 3rd Addition Street and Utility Improvements, City Project 436; and
WHEREAS, U.S. Home Corporation has deposited the necessary funds with the City for the preparation
of the plans and specifications for City Project 436; and
WHEREAS, U.S. Home Corporation acknowledges that this action does not imply or guarantee City
Council approval of the final plat for Prestwick Place 3rd Addition.
NOW THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount approves the
preparation of plans and specifications for said improvements of City Project 436.
BE IT FURTHER RESOLVED, the City Council of the City of Rosemount approves the plans and
specifications for said improvements of City Project 436.
BE IT FURTHER RESOLVED, the City Council of the City of Rosemount approves the advertisement
for bids for said improvements of City Project 436.
ADOPTED this 1st day of August, 2011.
