RECOMMENDED ACTION: Review the proposed budget calendar and other informational
items relating to development of a draft budget for 2011.
BACKGROUND
It was suggested during the Council's goal setting meetings that the budget process be moved up a month
to allow more consideration of options. As a result, this meeting has been scheduled to begin reviewing
information that will be relevant to the drafting of a budget for 2011.
DISCUSSION
The following items are presented for information and discussion:
1. Review of use of surplus funds from 2009 (item in regular meeting packet)
2. Tax base information for taxes payable in 2011
3. Calculation of impact of a flat dollar tax levy on average home
4. List of grants applied for and status
5. Budget comparisons with other cities
a. League of Minnesota Cities information
b. State Auditor overall rankings for cities over 2500 population
c. State Auditor detailed comparison information for similar sized metro area cities
d. HiPP survey information
6. Budget Calendar
7. Budget Planning Factors for 2011
8. Staff exercise regarding level of service options (information only)
CONCLUSION
The purpose of this initial budget meeting is to provide information and background on various factors
that will impact our 2011 budget preparation.
