ISSUE As the City moves closer to agreeing to a pre- dedication agreement to acquire property from UMORE for an athletic facility, we need to consider the development of plans and specifications for the ball field project as proposed in the attached concept plan. Staff has asked WSB to provide a proposal to develop the necessary plans and specifications for the first phase of construction which could include grading, seeding, irrigation, partial fencing, temporary parking and other utilities needed to support the project. WSB will be using Hoisington Koegler Group, Inc. (HKgi) as a subcontractor on the project. (HKgi was paid by the University to develop the concept plan.) Staff is currently expecting to spend $800,000 ($1,000,000 less $200,000 of in -kind grading from SKB) on the first phase of improvements, based on a past cost estimate provided to the City by HKgi. This amount is included in the 2010 CIP budget. HKgi's original estimate for the entire project was approximately $4,000,000. The estimated cost as outlined in the attached proposal for the design development portion of the project is $53,300 and the cost estimate for the construction documentation is $59,200. The combined cost of the two items is $112,500. Once we complete the design development and construction documentation for the project and have a better idea of what amenities we will be building, staff will bring back a construction management agreement with WSB to provide construction supervision for the project. Staff expects the cost to range from $60,000 to $80,000 depending on how much and what type of construction takes place. BACKGROUND For the past several months, City staff and representatives of UMORE have been discussing a plan for the University of Minnesota to pre - dedicate park land on the UMORE property. The concept plan for the park identifies one large baseball field and a group of four softball/baseball fields. The plan also identifies a large parking lot, trails, batting cages, concessions building, storage garage, plaza and stadium seating area. The Parks and Recreation Commission has reviewed the proposed agreement and recommended the City Council support approving the agreement. SUMMARY Staff is recommending the Council review and discuss the proposed professional services contract. The scope of services presented in this proposal are based on discussions with the City of Rosemount, the concept drawings done by Hoisington Koegler Group, Inc. (HKGi), previous cost estimates completed by the University of Minnesota and our familiarity with the project area due to recent projects completed by WSB in the nearby vicinity. Also attached are the following: ■ HKGi's Letter of Services Agreement for Landscape Architecture for the Ball Field Park located at UMore Park in Rosemount, Minnesota ■ HKGi's Schematic Design Plan of the park ■ WSB's 2010 Fee Rate Schedule PROJECT UNDERSTANDING: This project is being constructed on land currently owned by the University of Minnesota and will be constructed as a City park. Concept drawings of the ball fields, parking lot, access roads and other site amenities has been drawn by HKGi and is the basis of this proposal. The land will be dedicated by the U of M and Carl Bolander and Sons Company has offered to complete the mass grading of the site as a donation to the City. The project is proposed to be constructed in stages and phased as outlined below: Phase 1A: Mass Grading Phase I will involve the mass grading of the site area for the future construction of the proposed facilities as shown on the attached HKGI concept plan and is anticipated to be completed by Carl Bolander and Sons Company. This mass grading will include hold downs for the future site improvements and will be for the following: ■ Proposed ball fields (1 baseball and 4 softball fields) ■ Parking lot ■ Internal site access roads KA154 -1001 UMore WSB proposal 9- 8 -10.dx Umore Park Proposal September 8, 2010 Page 2 ■ Portions of external site access roads ■ Temporary parking lots to the west of the ball fields ■ Drainage improvements and storm sewer will be installed as necessary to facilitate interim drainage with this phase Phase 1B: Interim Ball Field Construction (Elements TBD) Phase 1B will involve the construction of all or portions of the proposed facilities as shown on the attached HKGi concept layout. The extent of Phase 1 will be dependent on how much of the ultimate plan the City decides to build. Elements of Stage 2, Phase 1 include: ■ The final design and construction of the above listed improvements in Stage 1 ■ Stadium seating ■ Concession stands ■ Storage building ■ Bleachers, batting cages and dugouts ■ Site and field lighting ■ Scoreboards ■ Facility electrical systems ■ Irrigation system ■ Site sanitary and water facilities (either onsite portable toilets and / or well or extension of City sanitary sewer and water main) ■ Landscaping ■ Fencing ■ Internal trails and walkways ■ Plaza area ■ Parking lot and access road pavements ■ Final storm sewer facilities ■ Storm drainage treatment facilities PROJECT APPROACH & WORK PLAN: WSB's project approach and work plan is based on our understanding of the project as discussed previously and will be completed as described in the following work plan: Proiect Mannement: This task includes planning and coordination of all work tasks, establishment and monitoring of budgets, meetings, and correspondence with the City, HKGi, U of M, geotechnical engineer, electrical engineer subconsultant on a periodic basis. The project manager will provide technical direction on all aspects of the project review, all work products, and prepare monthly progress reports. The project manager will serve a primary role in the many design considerations. Data Collection: Available data will be collected from the City of Rosemount, U of M, HKGi, private utility companies, and adjacent developments as necessary. K:1 134 -1001 UMore WSB proposal 9- 810.dm Umore Park Proposal September 8, 2010 Page 3 Topographic Survey: This task will involve the electronic collection of the ground topography of the approximately 30 acre site. It will consist of the survey field work, crew coordination and data reduction into a cad format. Items surveyed with be all existing ground features, trees, roadways, private and public utilities, drainage ways, ponds, survey monumentation and other relevant features. Geotechnical Data Collection and Soils Report: Soil borings will be considered additional services. It is planned that several soil borings will be taken within the project area. These will be completed by a City approved geotechnical engineering firm and will include a boring log and report with recommendations. Infiltration tests will likely be required for any proposed stormwater infiltration areas. This work is estimated to be in the range of $12,000. Grading Plan Design: WSB will work with HKGi to develop a grading plan for the site. 1. Will be designed in conjunction with the drainage design. 2. Will provide plans for future grades on the surrounding streets to ensure that the site will match into future grades and drainage will work in both the interim and future conditions. 3. Earthwork balances will be analyzed for site balance. 4. Soil borings will be utilized to ensure there is sufficient good material for hard surfaced areas, topsoil for green areas and for structural design aspects. 5. Grading pad design for all proposed buildings (does not include footing designs). 6. Infiltration and pond design will be done under the drainage design work plan. 7. Estimates for earthwork 8. Erosion control and site SWPPP plans 9. Temporary sedimentation basins as necessary. 10. Hold downs for parking lots, ball fields, and driveways will be included. 11. Onsite soils are assumed to be free of hazardous materials. 12. Spot elevations for pavements, trails, plaza, building FFEs, ballfield areas and other key site features as necessary 13. ADA grading design of plazas, sidewalks, parking lots and other site facilities. Drainage Design: Analysis and design of the stormwater drainage and conveyance system, including ponding and infiltration basins within the park or a possible pond to the east of the park. The analysis will be based on preliminary designs, as well as the standards of the City's stormwater management requirements. 1. Storm water data gathering - research 2. Storm sewer design — site only- does not include Akron Ave., east -west roads on north and south end of site. design includes treatment cell routing to east, parking lot storm sewer system, pond outlet structures. 8. Storm water design of temporary parking lot and off site drainage from the west 9. Analysis of potential pond treatment cell off site to the east Sanitary Sewer and Water Service Utility Design: Utility design will be dependent on whether City sewer and water is extended to the site or if a well will be constructed and sanitary facilities will be a portable type of installation. No design was is assumed to be provided for a septic type of system. 1. Design of a sewer and water service to the proposed concessions /restroom building located at the center of the four multi - purpose ballfields in the south half of the site. It is assumed that these services would extend from stubs that are yet to be constructed to the west within Akron Avenue as a separate project. 2. Design of a sewer and water service to the proposed concessions /restroom stadium seating located north half of the site. It is assumed that these services would extend from stubs that are yet to be constructed to the west within Akron Avenue as a separate project. 3. Design of an alternate well for site potable water and irrigation system (see well design section below for details). 4. It is assumed that the irrigation consultant will provide pressure and flows needed for the service feeding the irrigation system. Well Design: The following is the scope design of the irrigation well for the UMore Park - Ball Field Site: Assumptions: • Double cased bedrock well that produces approximately 160gpm at 50 psi. • Submersible motor with VFD • Pitless unit instead of a well house • No chemical feed systems required • Sitework and traffic control by others • Electrical engineer and irrigation design by others • Does not include time for any additional DNR requirements related to the well and permit that may come up, such as additional test pumping or investigations into well interference. Design Documentation • Site evaluation • Determination of well location • Determination of preliminary design parameters (aquifer, capacity, and appurtenances) based on irrigation company's needs • Preliminary design memo Construction Design (if selected) • Coordination with Irrigation company, electrical engineer, DNR and others as needed K:1154 -1001 UMore WSB proposal 9- 8- IO.doc Umore Park Proposal September 8, 2010 Page 5 • Design of a well and pump • Well profile drawing • Information to be added to your site drawing (assuming site drawing is by others) • Well construction specification • Pump specification Initial permit discussions with DNR Construction Services • Submit Appropriation permit application to DNR • Intermittent observation time by geologist during construction and test pumping • Attendance at start-up Electrical Engineering: Electrical engineering design will be provided by Barr Engineering and will be utilized for power to the site buildings, site lighting, ball field lighting, irrigation system and proposed well if it is a selected option. Costs for this work are not included in our proposal and would be included in the final design package. This would be a pass through fee and WSB would include time for coordination of this work only on a cost reimbursable basis based our hourly fee rate schedule. Due to the likely power needs this site would require 3 -phase electric service and the final design scope would be dependent on the availability of the power connection source within the project area. Building Architecture and associated Structural / Mechanical / Electrical Design: Scope of services and costs for the building architecture for the stadium seating, concession stand and storage facility building work are not included in our proposal and would be included in the final design package. This work would also include and structural, mechanical and electrical design work associated with these structures. For these designs this would be a pass through fee and WSB would include time for coordination of this work only on a cost reimbursable basis based our hourly fee rate schedule. We have discussed this project with Oertel Architects, a firm we have extensive experience with and they are interested in the project. They specialize in municipal type projects of this nature and can provide a scope of services and fee if the City is interested. Permits: 1. Completion and submittal of the NPDES Phase II stormwater permit ($400 application fee included) at 90% plan completion. Assumes erosion control plan, SWPPP, and required erosion and sediment control details. 2. Completion and submittal of Department of Health for watermain ($150 application fee not included) at 90% plan completion. If necessary, it is assumed that final plan revisions and modifications to the bid documents will be completed by WSB & Associates, Inc. prior to 100% completion. 3. Completion and submittal of MPCA permit for sanitary sewer ($240 application fee not included) at 90% plan completion. 4. Completion and submittal of City of Rosemount grading permit (application fee not included) prior to start of construction. SCOPE OF SERVICES WSB will provide design development documentation and construction documentation for the ball park at the Umore Park based on the approved schematic site design. The proposal includes construction related services and has been included as separate fee from the design development and construction documentation tasks. We will work with HKGi to develop the concept plan and landscaping design as outlined in their Letter of Services Agreement. In order to complete the project, we propose the following scope of services which outlines our tasks and deliverables: I. DESIGN DEVELOPMENT The design development phase of the work will include further refinement of layout and site organization, materials selection, grading and drainage strategies, and construction details. Specifically, the following services and deliverables will be provided: 1. Verification of the preliminary layout approved by the City. 2. With the assistance of HKGi prepare layouts illustrating proposed site elements. 3. Develop and document the design criteria that will apply to this project including parking needs, lane widths, access locations, site grades, electrical service needs, private utility coordination, ADA accessibility needs, dimensions of proposed fields, site amenities, etc. 4. Coordinate landscaping and green area design with HKGi 5. Prepare preliminary designs for sanitary sewer, watermain and storm sewer improvements. 6. Prepare preliminary design of a well for potable water supply and irrigations purposes 7. Coordinate preliminary site electrical design requirements 8. Prepare a preliminary storm water analysis for the corridor to determine storm water runoff needs. This will include reviewing any potential ponding requirements along the corridor as well as improvements to the existing storm sewer systems. 9. Coordinate geotechnical work and review report. Utilize information for site design requirements. 10. Quantity takeoff/cost estimate. 11. Document preparation including description of improvements, conclusions and recommendations regarding project feasibility and cost information. 12. Graphics illustrating improvements. 13. Design meetings with HKGi, City Staff, Parks and Recreation Committee, City Council and University of Minnesota representatives. K. CONSTRUCTION DOCUMENTATION Upon approval of design development documents, WSB will prepare construction documents and technical specifications for all site elements approved in the design development phase of the work. Specifically, the following will be provided: A. Prepare construction and bidding documents for all site elements within the Ball Park determined to be included in Phase One construction. Our scope of work in this task will include the following: 1. Summary of Quantities Worksheet 2. Title Sheet 3. General Layout Plan 4. Site Grading Plans 5. Earthwork Summary 6. Pavement Designs and Typical Sections 7. Storm Sewer and Drainage Plans 8. Site Utility Plans 9. Site Well Plan (if selected) 10. Site Construction Details 11. Erosion Control Plans and SWPPP 12. Street Cross Sections B. Prepare Technical Specifications C. Prepare Final Cost Estimate D. Permit Applications E. Prepare and present 50% CD Set to City Staff, Parks and Recreation Committee, City Council and University of Minnesota representatives F. Prepare and present 100% CD Set to City Staff, Parks and Recreation Committee, City Council and University of Minnesota representatives G. Prepare Final Bid Documents, including all required plans, technical specifications, summary of quantities, and final cost estimate. H. Bidding Assistance — It is assumed the project will be bid as one package for the site grading, utilities, pavement construction landscaping, irrigation system, site lighting, ball field lighting and site electrical service. The building structures would be bid as a separate package. This project would be bid in phases as described under the Project Understanding section of this proposal. WSB will provide services for bidding assistance including the following: 1. Advertisement for bids 2. Copy and distribute plan sets to Contractors 3. Field questions from Prospective Bidders 4. Issues and addendums as necessary 5. Attend the bid opening 6. Prepare tabulation of bids 7. Prepare letter of recommendation for contract award 8. Attend City Council Meeting for contract award as needed K. Our proposal doesn't include design and fees for the following: 1. Geotechnical Work (soil borings). WSB has included coordination time for this work in our proposal only. Actual fee would be as a pass through cost only. 2. Landscape Architect items as outlined in the HKGi Letter of Services Agreement. 3. Architecture associated with any required buildings and stadium seating. 4. Electrical engineering associated with any site lighting, field lighting and building lighting. 5. Mechanical engineering associated with any mechanical systems related to the buildings. 6. Structural engineering associated with structures including buildings and grandstand seating. 7. Lighting design associated with the ball fields. 8. Any additional work or change in project scope will be completed on an hourly basis to be billed in accordance with WSB & Associates' general services contract with the City of Rosemount: SCHEDULE: WSB is prepared to begin work immediately upon approval of this scope and fee. Dear Morgan, Hoisington Koegler Group, Inc. (HKGi) is pleased to provide WSB & Associates, Inc. (WSB /Client) with this proposal for landscape architecture services related to the Ball Field Park project located at UMore Park. The following letter outlines our understanding of the project, our approach, work plan, professional fees, and our assumptions for the project. PROJECT UNDERSTANDING AND APPROACH The scope of services to be provided by HKGi is understood to include design development and construction documentation for the ball park at UMore Park based on the approved schematic site design. It is our understanding that HKGi would work with WSB to complete design development and documentation for the entire project site and construction documentation for phase one ball field elements (TBD). Based on our meeting with WSB and the City of Rosemount on April 27th, we understand HKGi will be responsible for the design and documentation of the following site elements: - ball fields and associated practice facilities - landscape areas surrounding the ball fields - plazas - walkways - parking areas (layout, planting and grading coordination) - planting - preliminary grading (coordinated with WSB) We understand that WSB will lead the project team. HKGi will provide the Client with design development services for site elements approved in the schematic design drawing set, coordination with WSB and the City of Rosemount, selection of materials and review of design progress with WSB and City Staff. Construction documentation will include the preparation of construction drawings, technical specifications and bid documents for all site elements approved for Phase One. Our approach will include the collaboration and coordination with other design and construction team members, WSB and City Staff to prepare clear and constructible drawings, specifications and bid documents. The following is a more detailed discussion of the proposed work plan and deliverables: SCOPE OF WORK The Scope of Work includes the following tasks and deliverables: I. Should HKGi be required to provide services in obtaining or coordinating compilation of this information, fees associated with such services would be in addition to any fees identified in this proposal. In order to begin construction documentation, HKGi will require the following information: 1. Topographic field survey of the property which includes but is not limited to the property lines, easements, utilities, structures, buildings, one (1) foot contour intervals, significant vegetation, etc. 2. A copy of current soils, geology reports. In addition, this proposal assumes that the client will provide the following consultants and/or services if necessary: 1. Architecture associated with any required buildings and stadium seating. 2. Civil engineering associated with site drainage and structures, utilities and roadway improvements. 3. Electrical engineering associated with any site lighting, field lighting and building lighting. 4. Mechanical engineering associated with any mechanical systems related to the buildings. 5. Structural engineering associated with structures including buildings and grandstand seating. 6. Lighting design associated with the ball fields. SCHEDULE HKGi is prepared to begin work immediately upon approval of this scope and fee. It is anticipated that the design and documentation phases of the work can be completed within a 4 -6 month timeframe. FEES AND EXPENSES 1. Basic services Compensation to HKGi for the services described herein and in accordance with the Conditions of this Agreement shall be for time and materials not to exceed a fee of The estimated design fees are broken down per phase of work as follows: I. Design Development $36,500 II. Construction Documentation $40,500 — 50,500 Subtotal Fee (design and documentation) $77,000 — 87,000 Note: We have estimated a fee range for Construction Documentation based on the undetermined nature of Phase One construction. Once it is determined what site elements would be included in the Phase One construction documentation package we can provide a more accurate fee estimate. Total Professional Fees $87,000 — 102,000 2. Reimbursable Expenses Reimbursable Expenses are in addition to compensation for Basic Services. Reimbursable expenses incurred by HKGi directly related to the project include, but are not limited to, travel, photography, telephone charges and printing expenses. Reimbursable expenses are estimated to be $5,000. Additional Services Services in addition to those described above are to be compensated on a Time and Materials basis per HKGi's current published hourly rate schedule. Additional services will include redesign of previously approved work, major revisions to program and/or expansion of scope of work. Whenever practical, changes, additions, or modifications to the scope of work shall be authorized by written change request; however, the absence of such a written change order shall not act as a bar to payment of fees due HKGi, provided the change was in fact approved and ordered by the Client.
