BACKGROUND
Earlier this year, the Minnesota Valley Transit Authority (MVTA) applied for a federal Congestion
Mitigation and Air Quality (CMAQ) grant with considerable assistance from City staff: Funding was
awarded to Rosemount after a competitive process for the years 2013 -2014. The grant provides for a park
and ride facility on the City property just south of City Hall across 145th street. The facility is intended to
have about 100 parking stalls and a shelter. The grant allowed about $935,000 for the park and ride facility
and also will provide funding to MVTA for the acquisition of additional buses and three years of operating
expenses related to our park and ride facility. Although the grant was awarded for 2013 -2014, Met
Council staff has indicated that we may be able to "swap" places as early as 2011 with some other project
that is scheduled but not ready to go and that this opportunity is reasonably possible if we are ready to go
with our planning and design work. Accordingly, MVTA agreed to begin work on design and hired
Bonestroo Engineering. Staff (Kim Lindquist and myself) has met with Bonestroo and MVTA staff on
the design issues on Wednesday, December 8th and plans to meet again with them on the afternoon of the
December 15th. This update is intended to advise the City Council on some of the issues and questions
that are arising as design takes place on this project.
ISSUES
Re -use of old Apple Valley Transit Station
One question brought up by Mr. Will Branning, MVTA Chair and County Commissioner, was
whether or not some or all of the currently unused former Apple Valley Transit Center near 155th and
Cedar Avenue could be moved to our site. MVTA had a professional mover review the building and
our Chief Building Official Alan Strand was also present. It was estimated by the mover that moving
the building from Apple Valley to Rosemount would cost $150,000 plus the cost of moving a large
building through a number of intersections ($50,000 to $150,000 additional) for a total cost of
$200,000 to $350,000. This does not include some expenses for utilities, a new foundation or some re-
assembly at our site. At the December 8th meeting, the consensus of Bonestroo, MVTA staff and City
staff was that this is not economically feasible within the grant funds available to us.
Shelter and Site Amenities
The size and amenities in the proposed shelter are now under review including type of roof,
construction materials, layout, etc. City staff found that the designers were considering proceeding
without restroom facilities at the shelter and we have asked for cost estimates and design options to
include restroom facilities. Bonestroo will report back on this at the Wednesday afternoon meeting on
December 15th, so we can hopefully update the Council on this at the meeting. Site amenities such as
street trees, lighting, sidewalk materials, parking lot islands, and general layout are also under further
review and will be discussed next Wednesday. The City has approval of a $250,000 grant from the
County CDA to help enhance the design characteristics of the shelter and the overall site to make.it
compatible with our Downtown plans and character.
CONCLUSION
This is an update item to inform the Council of the current status of the project and receive Council
feedback as necessary on various design options.
