BACKGROUND:
At the September 7, 2010 regular Council meeting, the Council authorized the preparation of the
Feasibility Report for the 2011 Street Improvements. This project has been designated as City Project
#432. A map illustrating the project area and proposed improvements is attached.
ISSUES:
1. PROJECT SCOPE
The 2011 Street Improvement Project was initiated through planning efforts as part of the 2011 Capital
Improvement Program (CIP). Proposed for improvements were 145`h Street, Shannon Parkway, and
roadways within the Valley Oak neighborhood. Through the development of the feasibility report, it was
determined that the estimated special assessment revenue for 145`h Street and Shannon Parkway is less
than what was previously projected. This results in a higher than anticipated funding need from the Street
CIP fund.
The proposed improvements within the west half of the Valley Oak neighborhood consists of roadway
rehabilitation to approximately 4,500 feet of various 32 -foot wide urban streets. The proposed
improvements include removal of the existing pavement to accommodate a roadway section of 12 inches
of select granular, 6 inches of aggregate base, and 4 inches of new bituminous pavement. Also proposed is
spot curb and gutter replacement, the installation of B618 curb and gutter at the intersection radii, and
additional subgrade excavation along selected areas of Cornell Trail due to poor subgrade materials.
Mill and overlay improvements are proposed on 145`h Street from Diamond Path to Cameo Avenue and
on Shannon Parkway from CSAH 42 to 145`h Street. These improvements include spot curb and gutter
replacement and the option to modify the existing roadway striping.
Staff is recommending that at a minimum the Valley Oak neighborhood proceed as the area proposed for
improvements as it is the worst condition of the three areas. Additionally, it is recommended that the
section of 145`h Street between Diamond Path and Shannon Parkway be included in the 2011 project. The
Street CIP funding requirements for this neighborhood and the section of 145`h Street is within the 2011

Street CIP budgeted amount. The attached presentation includes tables showing the estimated project
costs and proposed funding.
2. STRIPING AND BIKE LANE IMPROVEMENTS
For the proposed mill and overlay improvements on 145`h Street and Shannon Parkway, the feasibility of
adding on -street bike lanes and pedestrian crosswalk improvements was considered. Along 145`h Street
between Chippendale Avenue and Cameo Avenue, the addition of bike lanes will require parking to be
limited to one side of the roadway. This was presented at the public informational meeting conducted in
November and general property owner feedback was not supportive of eliminating on -street parking.
Below is the proposed striping configuration for both 145`h Street and Shannon Parkway:
• 11 feet - thru & turn lane width
• 8 feet - minimum parking lane width
• 5 feet - minimum bike lane width
Should Council want to further consider the elimination of on -street parking to facilitate bike lanes, it is
anticipated that additional communication and discussion with the adjacent property owners would be
appropriate.
3. PEDESTRIAN IMPROVEMENTS
Additional improvements for consideration as planned by the Pedestrian Facilities Map include the
installation of trail on the north side of 145`h Street between Diamond Path and Chippendale Avenue and
trail on the west side of Shannon Parkway between CSAH 42 and 145`h Street. These improvements are
proposed to be funded with the Pedestrian Improvement Fund; however, additional discussion regarding
the timing of the improvements is required based on the timing of funds being available. The summary of
funding and costs included in the presentation shows that the soonest funding would be available from the
Pedestrian Improvement Fund is 2016.
SUMMARY:
At this time, staff is requesting that Council review the available budget, proposed improvements, and
estimated project costs. Based on available City funding for 2011, staff is recommending the following for
2011:
• Valley Oak Neighborhood Rehabilitation
• 145`h Street Mill and Overlay — Diamond Path to Shannon Parkway
• No trail construction
