The Community Development Director is responsible for strengthening the overall
health and vitality of the City of Rosemount through developing, managing and
evaluating community development programs, including planning, economic
development and redevelopment, development review, housing rehabilitation and
inspection, zoning, building plan review and inspection, code administration and
enforcement.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Leads all divisions of the department by directing and coordinating work of
department staff and consultants by defining duties in a manner that will result in
an effective and efficient work force. Supervises staff directly or through
subordinate supervisors and oversees operations to assure the desired level and
quality of service is being provided.
2. Plans, directs and coordinates the:
• Administration of planning and zoning activities, zoning ordinances, policies and
procedures for the city.
• Interdepartmental development review process.
• Administration of economic development and redevelopment functions.
• Administration of the building inspection and code enforcement functions.
3. Promotes economic development and redevelopment by working with
prospective businesses and business organizations, working to retain and
expand current businesses.
4. Acts as Deputy Executive Director for meetings of the Port Authority and attends
other meetings as necessary or required. Prepares corresponding reports and
agendas, conducts research, answers questions, and provides advice and
suggestions to all interested parties.
5. Makes public presentations and deals with the public on an individual basis.
Leads community -based planning initiatives.
6. Prepares annual departmental budget and monitors expenditures.
7. Acts as city liaison and city representative with other communities and county,
state and federal agencies.
8. Provides advice and recommendations to the City Administrator and other city
department heads. Reviews proposals submitted by management staff and
makes appropriate comments and suggestions. Assists City staff in the
enforcement of local ordinances and in interpreting city codes /ordinances /plans.
9. Works with consultants and other outside individuals /groups involved in studies
affecting the physical development of the city. Coordinates special projects and
studies.
10. Administers Community Development Block Grant (CDBG) and other state and
federal grant programs. Prepares and writes grant applications.
11. Develops and implements policies and procedures for effective operation of the
department consistent with city policies and relevant laws, rules and regulations.
Ensures council actions are implemented.
12. Oversees and directs the preparation and updating of the City's Comprehensive
Guide Plan, Zoning, Subdivision and other city ordinances to ensure consistency
with council direction and orderly development.
13. Reviews development and redevelopment proposals to determine compliance
with city ordinances, plans and policies. Reviews proposed changes in land use
plans, zoning and related codes for effectiveness and recommends changes to
ensure sound inspection and planning programs. Prepares corresponding reports
and agendas, conducts research, answers questions, and provides advice and
suggestions to all interested parties.
14. Responds to citizen, contractor and developers' concerns; explains procedures
and policies; advises on code compliance and keeps affected or interested
parties informed of issues and plans as appropriate.
15. Performs other duties as needed or assigned.
MINIMUM QUALIFICATIONS
1. Bachelor's degree in planning, public administration, urban studies or closely
related field.
2. At least five years experience in government planning, community development
and zoning, or economic development and redevelopment.
DESIRED QUALIFICATIONS
1. Master's Degree in planning, public administration, urban studies or closely
related field.
2. Two years experience as a department head in a city of over 10,000 population
or four years experience in a responsible supervisory position in a city of over
10,000 population.
3. Four years experience in economic development or redevelopment.
4. Working knowledge of municipal building inspection functions and code
enforcement.

ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Plans, assigns, supervises and directs all building inspection functions, including
structural, plumbing and related inspection for compliance with the State Building
Code, federal and state laws and city ordinance pertaining to building
construction.
2. Handles difficult public contact problems and assists and advises the general
public, design profession and construction industry on matters relating to the
building code and building construction.
3. Reviews reports and determinations of staff to assure that work is done properly
and that decisions made by staff are in compliance with relevant codes, laws,
rules and regulations.
4. Provides recommendations to the director relative to the operating budget needs
for the building inspection division; recommends fee structure.
5. Coordinates plan reviews with other departments of the city affected by
construction and insures their approval of plans before permits may be granted.
6. Interprets and applies building codes where there is a question regarding the
appropriateness or proper interpretation of such code. Advises other
departmental personnel on the proper interpretation and application of building
codes and resolves differences where there is a dispute or lack of clarity
between various codes.
7. Recommends and prepares revisions to ordinances pertaining to building and
code issues.
8. Maintains and generates all necessary records, reports and related information.
9. Performs appropriate site inspections as necessary to verify state and city code
compliance with regards to all department functions.
10. Supervises building inspections staff including transfers, rewards, discipline,
adjustment of grievances, training, performance appraisal, assignment of work
and recommends hiring, termination and promotions.

MINIMUM QUALIFICATIONS
1. High school degree or GED equivalent.

and municipal development.
ESSENTIAL DUTIES:
Reviews development and related land use permit applications, site plans,
variance applications, etc. and examines for compliance with established city
ordinances and county and state regulations.
2. Provides information to developers, property owners and interested persons on
land use applications as they relate to city ordinances and regulations.
3. Analyzes and prepares reports with findings and recommendations on various
land use proposals.
4. Serves as primary staff liaison to the Planning Commission; prepares materials
and representative graphics for presentation to the Planning Commission and /or
City Council relating to specific issues to be considered such as site plans, plats,
variances, rezoning, and other planning items.
5. Attends Planning Commission meetings and Council meetings on an as needed
basis. Staffs or assists in staffing citizen task forces or other groups authorized
by the City to carry out a planning or zoning function.
6. Prepares research necessary to amend existing zoning and subdivision
ordinances
7. Prepares research necessary to update, revise or make major amendments to
the City's Comprehensive Plan.
8. Assists other City staff in the preparation of various reports on planning and
development issues or projects.
9. Meets with developers, citizens and neighborhood groups to explain
development proposals and to explain the plan's compatibility with overall zoning
and plan regulations.
10. Attends and participates in professional development workshops and
conferences to keep abreast of trends and development in the field of municipal

JOB DESCRIPTION

To perform a variety of routine and complex technical work to complete plan review and
inspection activities for commercial, industrial and residential construction.
To promote and maintain the health, safety and welfare of residents and general
condition of the City by enforcing state and local codes as they pertain to fire, zoning,
general maintenance of private property and illegal use of facilities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Serves as the City Code Enforcement Official.
a. Performs inspections to enforce property maintenance, sign ordinance,
and zoning ordinance; inspects mining operations; and assures that
appropriate permits have been pulled.
b. Performs systematic inspections to detect and correct nuisance and other
code violations. Identifies and informs property owners, managers,
renters or others of specific code violations.
C. Works in cooperation with other city departments regarding permitting
of applications and resolving associated issues. Works with
Community Service Officers to coordinate code compliance activities
and works in cooperation with other City departments regarding
violations of state and local codes.
d. Meets with owners, tenants, contractors, developers and businesses to
review and explain code requirements and violations or potential
violations; secures code compliance.
e. Investigates complaints filed with the City involving matters of public
health, sanitation, or substandard buildings, and takes appropriate
action to secure correction of problems.

f. Develops, drafts, monitors and updates communications outreach
efforts regarding code compliance issues. Remains familiar with code
enforcement practices and changes in the code to ensure that City
ordinances are administered in a fair and effective manner.
2. Serves as the Fire Marshal for the City.
a. Conduct field inspections, new and existing structures to ensure
compliance with fire codes also conduct complaint driven inspections
related to fire code.
b. Conduct acceptance tests on automatic sprinkler and fire alarm
systems.
C. Inspect existing structures to ensure that the fire protection
features are maintained in an operable condition.
d. Periodically visit projects under construction to assess the
progress and to provide the contractor with feedback on fire
code issues.
e. Address citizen complaints through inspections to handle fire
safety concerns.
Performs plan reviews as directed by the Building Official. Conduct plan
reviews for fire appliance installation:
L Evaluate the proper level of protection
ii. Ensure that all areas required to be protected are provided with
proper and most appropriate protection.
iii. Ensure that the proposed equipment and appliances are
approved for that use.
iv. Evaluate automatic sprinkler plans to determine adequate water
supplies are available.
v. Evaluate fire alarm systems to ensure that the proper zones
have been identified and are annunciated properly on the panel.
vi. Provide fire sprinkler system designers with water pressure and
flow data upon request.
g. Fire investigation:
i. Conduct fire investigation as required.
ii. Complete fire investigation reports.
iii. Work with insurance companies in handling investigations.
iv. Work closely with the Police Department in solving arson cases.

h. Coordinate fire prevention education:
i. Maintain fire prevention library.
ii. Manage inventory of fire prevention education materials.
iii. Coordinate fire education with school district.
iv. Perform or arrange educational programs for business and
community associations and groups
3. Serves as Building Inspector.
a. Performs all on -site inspections assigned by the Building Official, which
include but are not limited to inspections of footings, foundations, framing,
plumbing, and mechanical systems.
b. Performs plan reviews as directed by the Building Official.
C. Prepares written summaries of inspections.
d. Assists in the enforcement of zoning and subdivision ordinances and
building related codes.
e. Works in cooperation of other city departments regarding permitting of
applications and resolving associated issues.
4. Maintains records of building and inspection activity. Prepares permits,
handouts, forms and all other paperwork required. Maintains documentation
related to inspection and enforcement activities. Maintains complete and
accurate records and files of fire inspections made as well as violations and
penalties cited. Assists in administering the permitting function, including
application processing, fee assessment and collection, and permit issuance.
5. Explains, interprets and provides guidance regarding all applicable Building and
Fire codes within area of responsibility to architects, engineers, contractors,
developers and other interested parties. Assists in researching problems and
complaints regarding commercial and residential buildings, building construction
and code compliance. Responds to complex and sensitive building issues.
6. Provides prompt and courteous response to inquiries from owners, managers,
renters and others regarding the City's property maintenance code, related
ordinances, policies and procedures.
7. Assists in resolving complex and sensitive customer service issues, either
personally, by telephone or in writing. Maintains records and documents of
customer service issues and resolutions. Invokes legal sanctions to ensure
correction of violations where cooperative measures have failed. Write letters,
orders, and confer by telephone when administering fire code or local
ordinances. Testify in court regarding fire prevention, arson crimes and code
enforcement requirements.

8. Performs such other duties as are consistent with the tasks of the position
and as may be assigned.
MINIMUM QUALIFICATIONS
1. High school degree or GED equivalent.
2. Building Official Certified Limited or ability to obtain within one year.
3. Construction trades experience, including commercial and industrial.
4. Valid Driver's License.
5. Strong mechanical /plumbing background.
6. State certification as a Fire Inspector I, or ability to obtain within one year (Fire
Inspector II preferred).
7. Certified as Level III or IV by NICET the National Certification in Engineering
Technologies in the field of fire protection and in the subfield of sprinkler
system layout;
Or
be a Minnesota State Certified Building Official Limited who has successfully
completed the Fire Suppression System course work of the Building Inspection
Technology degree program.
8. Working knowledge of the current edition of the International Fire Code.
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES
1. Thorough knowledge of state building and general construction codes, and a
thorough knowledge of carpentry, plumbing, and HVAC systems;
2. Considerable knowledge of carpentry and cement work, and skill in applying

SUMMARY OF POSITION
Under limited supervision, performs daily functions related to the operation and
maintenance of the City's Geographic Information System (GIS). The GIS Technician is
housed within the Community Development Department but will receive work direction
from the GIS Coordinator. These assignments are made orally and /or in writing and
consist of goals and objectives with approximate time schedule. Work is generally
reviewed upon completion and is periodically spot- checked during progress.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Provides assistance to City staff as required in the use of ArcCad, AutoCad, ESRI's
ArcGIS products, and associated software for access to the City's spatial data with
special attention towards programs that alter or modify existing data.
2. Works independently. The assignments and objectives are prescribed but the
methods are not typically reviewed or controlled while the work is in progress. The
employee is expected to take the initiative in solving most problems of detail, except
those which are new or unusually complex in nature.
3. Creates and maintains point, line, polygon, and annotation feature classes in
personal geodatabases with ArcGIS software.
4. Prepares clear, complete, and accurate representation of the City's spatial data
using maps, layouts, charts, or posters to City departments and the public.
5. Imports data from various media, loads to database, checks and verifies data
created.
6. Provides assistance with the City's Enterprise GIS support, maintenance, and
management.
7. Prepares complete and accurate documentation regarding metadata according to

This position is responsible for providing secretarial support to the Administration and
Community Development Departments including but not limited to, transcribing
correspondence, documents and forms, preparing minutes, answering phones, taking
and relaying messages, researching and responding to inquiries, and maintaining
department files.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Community Development Department:
1. Provides secretarial support including word processing, dictation, filing and
records management to staff members in the Community Development
Department including the Community Development Director, the City Planner,
the Assistant Planner, the Code Enforcement Official, and other staff as directed
or required.
2. Attends and takes minutes at Planning Commission meetings and composes
minutes of meetings. Drafts agendas for Planning Commission meetings,
compiles information for Planning Commission packets, assembles packet
materials and assures distribution to appropriate individuals.
3. Prepares Port Authority meeting agendas, assembles Port Authority packet
materials and assures distribution to appropriate individuals. Also prepares
items for City Council meetings, Planning Commission and Council Work
Session meetings as directed or required.
4. Supports the Development Review Committee by taking minutes, distributing
agendas and materials.
5. Prepares resolutions, public notices, ordinances, specifications, affidavits, and
other legal documents as required. Mails notices to appropriate residents.
6. Answers routine inquiries from residents, business owners, developers, etc. and
assists individuals with routine permit applications and petitions. Collects and
researches information in response to and in preparation for inquiries. Forwards
non - routine inquiries and complaints to appropriate staff member.
7. Maintains, updates and manages the central files of the Community
Development Department including files of the Planning Commission and Port
Authority.
8. Maintains current lists of all planning actions, keeping various checklists up to
date.
9. Coordinates the signing and distribution of legal documents such as final plats,
development contracts and permits.
10. Maintains supply of Comprehensive Guide Plan, Zoning and Subdivision
Ordinances and related materials for staff and public use.
