ATTACHMENTS: LOGIS payment option election APPROVED BY: DW RECOMMENDED ACTION: Discuss staff recommendation to pay the full cost upfront with 2009 General Fund surplus money BACKGROUND The City contracts for Police Records Management Software (RMS) from LOGIS, a metropolitan -wide consortium of local governments that provides a variety of software and technology solutions for local governments. Last year, LOGIS began a process to update the RMS package after an extensive review of needs with member communities. The City committed to the new RMS package and budgeted funds in our Capital Improvement Program (CIP) for this purpose. We anticipated paying the cost over five years at $15,000 per year. More recently, the cost of the system has been bid and awarded by LOGIS and the cost is somewhat reduced. The cost is $48,792 if paid by February 1, 2011. Four other payment options are presented, ranging from two to five years with 3% interest. The five year option, at $10,344 per year, would therefore cost $51,720, or $2,928 more than if paid in 2011. LOGIS wishes to have our decision on a payment option by February 15th so it can plan its own financing strategy. DISCUSSION The Council discussed our General Fund surplus during our goal setting meetings in January. At that time, it was estimated that the surplus from 2009 operations would be about $500,000. The current estimate is now $560,000. Also, the Council discussed using some of the surplus funds for paying equipment certificate debt. Jeff May has recalculated the cost of paying off the two main equipment certificates and now estimates that this would cost about $440,000 which is less than previously estimated. As a result, there should be sufficient funds from the 2009 surplus to also pay for the cost of the police records management system. If we do this, we will save about $15,000 in our Equipment Fund tax levy for 2011. We would also save the interest cost of $2,928 noted above. RECOMMENDATION In March, staff will be bringing forth the final amount of the 2009 surplus and proposed uses. However, LOGIS needs to know our payment option by February 15th. Staff will be recommending that $48,792 of the 2009 surplus funds be designated for full payment of the police records management system in early 2011 in order to save both interest costs and to help lower the tax levy for 2011. Alternative options are listed on the attached LOGIS sheet. Staff would like discussion regarding whether or not the Council concurs in our recommendation.
