RECOMMENDED ACTION: Motion to approve wage adjustments increasing the
compensation structure for non -union positions 1.5% for the years 2010 and 2011 and to
approve a one -time wage adjustment of $0.11 per hour for the Planning /Personnel
Secretary effective January 1, 2010.
ISSUE
Approval of Non -Union Position Salary Ranges for 2010 of 1.5% effective January 1, 2010
and 1.5% effective January 1, 2011 as discussed at the work session on February 10, 2010.
BACKGROUND
Regular, full-time employees with the City of Rosemount fall into one of five groups: LELS
Union (police patrol), LELS Supervisory Union (police sergeants), Teamsters Union (public
works), AFSCME Union (general services) or non -union employees (supervisory or
confidential positions).
Pay recommendations are typically based on three factors: pay equity compliance,
comparability with other "Stanton VI" cities (population 10,000 - 25,000), inflation, and
internal equity.
The pay adjustments for the four collective bargaining units are negotiated. The City
Council approved the LELS Patrol contract on January 19`' and two other negotiated
settlements (AFSCME and LELS Supervisors) are proposed for approval on this agenda.
Each settlement or proposed settlement provides for a 1.5% increase in wages on January 1,
2010 and a 1.5% increase on January 1, 2011.
Staff is recommending that the same increase by applied to non -union employees as was
agreed to by LELS and the tentative agreements with AFSCME and LELS Supervisors
bargaining units of 1.5% effective on January 1, 2010 and 1.5% on January 1, 2011. The
2010 operating budget for the City of Rosemount accommodates the proposed non -union
wage adjustments.
Planning/ Personnel Secretary Position
Finally, staff also proposes a one time wage adjustment to bring the Planning /Personnel
Secretary's hourly wage equivalent to the same level as other secretary's pay effective January
1, 2010. Because this position is not in the union, differences in the structure of the 2007-
2009 settlements with the AFSCME unit and non -union group placed the Planning/
Personnel Secretary position slightly out of alignment with the other City secretarial staff.
The Planning /Personnel Secretary is not in the union because she handles confidential
personnel files. The proposed adjustment effective January 1, 2010 is 11 cents /hour.
SUMMARY
Staff is requesting the Council make a motion to approve the above mentioned increase in
wages for non -union employees and also recommends the approval of a one -time
adjustment wage adjustment for the Planning /Personnel Secretary to be equal to other
Secretary positions.
