Administrator ATTACHMENTS: None APPROVED BY: Of RECOMMENDED ACTION: Motion to Approve the Labor Agreement for the AFSCME, Local No. 3857 Collective Bargaining Unit for the Years 2010 through 2011 and to Authorize the Necessary Signatures. ISSUE The City of Rosemount and AFSCME, Local No. 3857 have negotiated in good -faith and have come to a tentative agreement. BACKGROUND Negotiations with the AFSCME union have been completed for a 2010 through 2011 contract. The Collective Bargaining Unit and City have reached a tentative agreement on the following items: 1. Article 24 Insurance (Clarifying Language) Clarify 24.1: VEBA /HSA Contribution. The Employer shall contribute $530.00 into the employee's VEBA /HSA account in January of each year of the contract. Employees hired after January 31 will receive a prorated amount. This contribution shall cease at the time that the City no longer participates in the VEBA #830 Plan or HSA Plan. if the deduetible ineieftses in 2009, amettfit equal to $530 plus 0 2. Article 31, Duration Two year contract: 2010 - 2011 3. Appendix A — Wages 2010: 1.5% on January 1 2011: 1.5% on January 1 Amend matrix to include the "Code Compliance Inspector" position as approved by Council on April 15, 2008. Since the 2008 — 2009 contract was adopted prior to this position approval, it should be added in the contract's wage matrix for the 2010 -2011 contract. SUMMARY On February 8, the AFSCME members voted and approved these contract changes. This agreement is very similar to the agreement with LELS for police on January 19, 2010. Therefore, it is requested that Council approve the labor agreement for the AFSCME, Local No. 3857 Collective Bargaining Unit for the years 2010 through 2011 and to authorize the necessary signatures. 2
