ATTACHMENTS: Proposal from CNH Architects APPROVED BY: RECOMMENDED ACTION: Motion to approve authorizing the City to enter into a contract with CNH Architects to provide architectural services for water intrusion improvements at the Rosemount Community Center. ISSUE Staff recently received a report detailing the water intrusion problems at the Rosemount Community Center. There is water coming into the building in a couple of locations on the southern end of the facility near the Ice, lrena. This is the same problem that the National Guard has dealt with in the past. The report regarding the water problems estimated the cost of the necessary repairs to be approximately $ 89,000. Staff received a proposal from CNH Architects to provide the necessary professional services for the project at a set cost of $9,000, plus reimbursable expenses as identified on the attached proposal. Staff feels C,JH Architects has a positive working relationship with the City as a result of their work on the Steeple Center and they were also the architects used by the National Guard to provide architectural services during the repair of their water intrusion issues. No.: 10029 CLIENT: City of Rosemount DESCRIPTION: This project consists of providing architectural and engineering services for upgrades to the Rosemount Community Center building at areas experiencing water intrusion as detailed in the report provided by CNH Architects dated June 22, 2010. This work will include providing construction documents for the work indicated, bidding, and construction administration of the construction process. General: We propose to perform architectural and engineering services as follows: Services Provided: Our work will include design development, construction documents, bidding support, and construction administration services as listed below. This work will be based on the Schematic Design plans previously developed by CNH Architects for the City of Rosemount. This will include: A) Design Development Phase: • Develop additional levels of detail for the wall repair and sealant replacement. • Develop a new planter design and further detail of the sidewalk replacement. B) Construction Document Phase: • Building floor plans of affected areas • Partial site plans • BLiilding details of repair work • PI n and details of new planter • Final material selection and painting schedule P:\PROJEC7I +',2010 \10029 \CONTRACTSWRCH & OWNERWRCHPROP - COMMUNITY CENTER LEAK.DOC • Specifications for all disciplines • Owner meetings to review construction document progress C) Bidding Phase: • Distribute construction documents • Review substitution requests • Answer bidder questions • Prepare addenda, if required • Write contract between General Contractor and City D) Construction Administration Phase: • Shop drawing review for all disciplines • Architectural site visits once a week with review notes • Owner - contractor site meetings twice a month with meeting notes • Answer contractor questions as needed • Prepare supplemental instructions as needed to answer contractor RFI's • Prepare proposal requests for all potential changes to the contract documents whether Owner or Contractor initiated. Track status of approved and pending proposal requests including total project costs. • Write change orders as needed • Review monthly pay applications • Final inspection and punchlist for all disciplines Services Not Provided: Services not provided in this part of the work include: • Special inspections required by code. This is required to by hired directly by the Building Owner. • Surveying of sidewalk grades. This is to be provided by the Owner. Fee: For this work, we propose a fixed fee of $9,000, plus reimbursable expenses as described below. Agreement: Upon acceptance of this proposal a standard AIA B104-2007 Standard Form of Agreement Between Owner and Architect will be executed. It is our understanding that the City would like to bid the work early this Winter for a construction start first thing in Spring.
