RECOMMENDED ACTION: Motion to authorize the preparation of plans and
specifications for the design of pedestrian facility improvements for the 2010 Street
Improvements Project, City Project #428 follows:
a) Delta Avenue from Dearborn Path to Connemara Trail — 5 -foot concrete sidewalk with

a) Shannon Parkway (urban section) from Connemara Trail to 1,200 feet north of

parking and future on- street bike lanes.
b) Shannon Parkway (rural section) from 1,200 feet north of Evermoor Parkway to
McAndrews Road — 12 -foot thru lane and 8 -foot shoulders to accommodate parking and
future on- street bike lanes.
BACKGROUND:
At the January 13, 2010 regular City Council Work Session, the City Council further reviewed options for
pedestrian facility improvements and striping on Shannon Parkway associated with the 2010 Street

Improvements Project, City Project #428 as presented at the December 15, 2009 regular City Council
meeting.
Based on City Council review of the pedestrian facility and striping options included in the January 13,
2010 City Council Executive Summary, direction was provided to proceed with consideration of the
following options as part of the 2010 Street Improvements Project, City Project #428.
PEDESTRIAN FACILITY IMPROVEMENTS
• Delta Avenue from Dearborn Path to Connemara Trail
The preferred option is the construction of a 5 -foot concrete sidewalk with a 3 -foot non -paved
boulevard on the east side of Delta Avenue as shown on the attached exhibit. An alternate bid for
construction of the sidewalk with porous concrete pavement will be included.
• Shannon Parkway from Connemara Trail to Evermoor Parkway
The preferred option is the construction of a 5 -foot concrete sidewalk with a 5 -foot non -paved
boulevard on the west side of Shannon Parkway as shown on the attached exhibit. Again, an
alternate bid for construction of the sidewalk with porous concrete pavement will be included.
• Connemara Trail from Shannon Parkway to Diamond Path
As discussed at the City Council Work Session, as an add alternate to the project, the construction
of a 5 -foot concrete sidewalk on the north side of Connemara Trail will be included. The inclusion
of this section of sidewalk in the final project will be determined based on the bids for the project
and an evaluation of the bids and available funding. An alternate for porous concrete pavement
will be included.
SHANNON PARKWAY STRIPING
• Shannon Parkway (urban) from Connemara Trail to 1,200 feet north of Evermoor Parkway:
For this section of Shannon Parkway, the preferred striping configuration is shown on the attached
exhibit. This includes the striping of 11 -foot wide turn lanes with 13 -foot wide shoulders. The
reduced thru lane widths may provide traffic calming of vehicle speeds and the 13 -foot wide
shoulder will accommodate the continuance of on -street parking with space for a future 5 -foot
wide on -street bike lane.
• Shannon Parkway (rural) from 1,200 feet north of Evermoor Parkway to McAndrews Road:
For the rural section of Shannon Parkway, the preferred striping configuration is shown on the
attached exhibit. This matches the existing striping configuration today and consists of 12 -foot
wide dim lanes with 8 -foot wide shoulders. On -street bike lanes can be accommodated in the
future with 3 to 4 foot wide paved shoulders.
SUMMARY
Staff recommends City Council authorization to proceed with final design of the pedestrian facility
improvements and Shannon Parkway striping in accordance with the preferred options.

BACKGROUND:
At the December 15, 2009 regular City Council meeting, the City Council received the feasibility report,
heard public comments, and authorized the preparation of plans and specifications for the 2010 Street
Improvements Project. This project has been designated as City Project #428. A map illustrating the
project area and proposed improvements is attached.
As previously presented to Council, additional discussion is needed regarding some elements proposed
within the feasibility report as part of the 2010 Street Improvement Project. These items are: 1) proposed
trail and sidewalk pedestrian improvements on Delta Avenue and Shannon Parkway, and 2) Shannon
Parkway striping configuration. Staff is requesting Council review of the information below.
ISSUES:
1. PEDESTRIAN IMPROVEMENTS
Trail and sidewalk improvements are proposed on the west side of Shannon Parkway from Connemara
Trail to Dellwood Way, and the east side of Delta Avenue from Dearborn Path to Connemara Trail.
These proposed improvements are consistent with the adopted 2005 Pedestrian Facilities Improvement
Plan.
At the December 15, 2009 regular City Council meeting, it was noted that there is concern about the
existing and proposed driveway grades associated with the proposed sidewalk on the east side of Delta
Avenue from Dearborn Path to Connemara Trail. Attached to this report, using topographical survey
data, staff has prepared additional driveway cross section figures depicting driveway grades and front yard
dimensions, along Delta Avenue. These sections show that installation of the proposed sidewalk can be
accomplished and the steepest portions of driveway can be flattened through re- grading and replacement
back to the garage.
Additional project and grading activities within the front yard areas to match grades would include impacts

to adjacent items such as:
• Sod
• Sprinkler systems
• Invisible fences
• Landscaping items such as edging and retaining walls
• Trees and shrubs
Replacement or repair of these items as close as possible to pre - existing conditions and to the satisfaction
of the affected homeowner as a part of construction restoration has been past standard practice for
reconstruction or sidewalk /trail projects. This work has been successfully completed on projects such as
the 2006 Pedestrian Improvements Project, the 2008 Pavement Management Project, and the 2009 Street
Improvements Project. In addition, trees that require removal are typically replaced at a 1:1 ratio, with
replacement trees planted in an appropriate location outside the public right -of -way.
2. SHANNON PARKWAY STRIPING CONFIGURATION
The pavement mill and overlay and rehabilitation of Shannon Parkway from Connemara Trail to
McAndrews Road as a part of the proposed 2010 Street Improvements Project will include the restriping
of Shannon Parkway. Within the feasibility report and briefly discussed at the December 15, 2009 regular
City Council meeting, there are several options for the restriping of Shannon Parkway. Figures illustrating
the available configuration options for the two segments of Shannon Parkway are attached. The options
were developed based on the following minimum standards and guidelines:
• Urban and Rural
• 10 feet - minimum thru & turn lane width
• 8 feet - minimum parking lane width
• 4 feet - minimum bike lane width
For the urban section of Shannon Parkway between Connemara Trail and Evermoor Parkway, Options
A,B,C and D as attached depict the various lane striping configurations that meet minimum standards and
guidelines. Not shown but also an option is to restripe the urban section of Shannon Parkway to the
current configuration.
For the rural section of Shannon Parkway between Evermoor Parkway and McAndrews Road, Options E,
F and G as attached depict the various lane striping configurations that meet minimum standards and
guidelines. Again, not shown but also an option is to restripe the rural section of Shannon Parkway to the
current configuration.
Additional information for Council consideration related to the striping configuration of Shannon Parkway
is attached and consists of the following:
• Accident reports on Shannon Parkway from September 15, 2006 to present.
• Comments from Mr. Tom Gurney, 13800 Shannon Parkway
• Comment Card from Robert & Laura Rosario, 3956 133`d Court West
SUMMARY:
At this time, staff is requesting Council review for the proposed striping of Shannon Parkway. The
proposed options are as follows:

be considered may include the following.

• Develop 5' walk with 5' boulevard — ($375,000)
Delta Avenue

I request the city provide to me in writing everything that will be accomplished to my property if a public sidewalk/trail is
installed. Listed below are some items we have discussed:
1. Underground water sprinklers will be replaced and reinstalled to the homeowners specifications (paid by city of
Rosemount)
2. Underground invisible pet fence will be replaced and reinstalled to the homeowners specifications (paid by city of
Rosemount)
3. All grass and landscaping that was removed or damaged will be replaced (paid by city of Rosemount)
4. Entire driveway will be removed and replaced with new driveway from garage entrance to street with new slope
specifications (paid by city of Rosemount)
5. Any other areas not addressed or discussed that will need to be addressed (paid by city of Rosemount)
6. No assessments, expenses, fees will be required by homeowner
Thank you for taking time to visit yesterday — after additional research, it appears my current driveway (14.5% slope) is
seriously out of driveway slope code by many city /state laws (no more than 12 %). Having a new driveway with a slope of
9.37% and a new sidewalk is a win -win for all of us.

Food for thought as City Council members contemplate traffic control improvements on
Shannon Parkway.
• Shannon Parkway between Connemara and Evermore Parkway meets state
guidelines as a residential road. Similar roads in nearby communities are
classified as "residential collector°. I believe Rosemount also adheres to this
classification.
• 1 suggest that current striping on Shannon Parkway is appropriate for a
"residential collector" road and is not in need of improvement or change.
• Changes to traffic control at the elementary school intersection sound reasonable
and prudent.
• Bike lanes are a fine progressive idea where they connect heavily used biking
arteries or routes. Shannon Parkway does not meet those criteria.
• IF IT AIN'T BROKE, DON'T FIX IT - "Any attempt to improve on a
system that already works is pointless and may even be detrimental.
Small improvements to working systems are most often the best
course of action.
-What I found when googling the term "IF IT AIN'T BROKE, DON'T FIX IT'
- As an engineer for over 30 years, I've learned this is a truism
Parking
• During spring and summer evenings, dozens of cars park on both sides of
Shannon Parkway in front of Shannon Park Elementary for baseball and soccer
games. This is overflow traffic from the school parking lot. This is also true for
school events. This parking situation has served the community well for 20 years.
• On the residential section of Shannon Parkway, street parking has served the
community well for 20 years. There is nowhere for our visitors to park for several
hundred yards in either direction.
• If this was a rural section of road I could see the argument for eliminating street
parking. Whether any of us likes it or not, it is indeed residential.
• Where bike paths exist on Shannon Parkway it is not possible to park two cars
one in front of the other in our driveways. When the walking trail is installed on
the west side of the street this situation will be present for all residents on
Shannon Parkway. Hence street parking is needed for the residents here.
• If parking lanes are reduced to one side of the street, residents Will be forced to
cross the street when using street parking. One reason for installing the west
bike or walking path is to eliminate the need for crossing the street. One side of
the street parking would be contrary to this reasoning.

• There are no striped bike lanes on city streets in Apple Valley or Eagan. I verified
with both city engineering staffs.
• According to Dakota County Planner Kurt Chatfield, current County policy for
bikers is to build 8 -foot bike paths separated from the street. It is true that they
are considering bike lanes as a new policy where it makes sense.
• As an 18 year resident on Shannon Parkway, I have observed an extremely low
frequency of bikers using the street. My observation has been that most bikers
use the bike path. Street bikers are far less frequent than street packers.
Observations of similar residential collector streets in the area:
• 145th street between Chili Ave and Highway 3
o 30 MPH, no left hand turn lanes, and legal residential parking
• Diamond Path between Pilot Knob and McAndrews is very similar to Shannon
Parkway.
o 30 MPH, no left hand turn lanes, and legal residential parking
• Pennock Ave in Apple Valley South of McAndrews
o MPH, no left hand turn lanes, and legal residential parking
• Garden View Parkway in Apple Valley south of Highway 42 and north of Highway
42 where curves in the road are present.
o 30 MPH, no left hand turn lanes, and legal residential parking
• 157"' Ave in Apple Valley between Galaxie and Garden View Parkway is another
very similar street.
o 30 MPH, no left hand turn lanes, and legal residential parking
• It would be easy to identify dozens more of these examples
Left Hand Turn Lanes
• Great idea between 145th street and Connemara
• From a speed control perspective, left hand turn lanes create a "through traffic
situation" not create a traffic calming situation in a residential area or school
zone. I suggest we should be looking for ways to slow traffic in this area.
• Not a needed improvement to this section of Shannon Parkway.

Speed control on Shannon Parkway
• One could argue that speed control on this residential and school zone section of
road would be priority number one and the sole improvement needed here.
• Not having left hand turn lanes northbound on Shannon Parkway can be argued
to be a speed control method leading up to the school zone at Shannon Park
Elementary. Traffic slows down for those making left hand turns northbound
which is a positive situation as drivers approach the school zone.
o Note that the intersections in play here are also used by students riding
their bikes and walking to school which is common in the early fall and
spring.
• According to Dakota County Planner Kurt Chatfield, street parking is documented
to be a speed calming situation on residential — collector streets.
• Apple Valley and Eagan seem to have consistent policy of 30 MPH zones on
most "residential — collector" streets. Whether they are major or minor collector
streets.
• Council and staff might find speed control signage on Diamond Path between
Pilot Knob and McAndrews interesting. Note the frequency of the signs. Also
note the speed control painting on the street where Diamond Path meets Pilot
Knob and McAndrews. This type of speed control might fit our residential / school
zone situation on Shannon Parkway.
• A consistent 30 MPH speed zone between Connemara and Evermore Parkway
would be easier for drivers to adhere to.
• A side note - Highway 3 in Rosemount is a 30 MPH zone. Are pedestrian safety
requirements on this stretch of road more important than the residential section
of Shannon Parkway?
In conclusion:
• Please don't take away our street parking. We use it often.
• Bike and left turn lanes are a great idea - I just don't think they fit this section of
Shannon Parkway.
• Perhaps experimenting with bike lanes on Connemara would be a better first
step.
• A consistent 30 MPH speed zone between Connemara and Evermore Parkway
would be easier for drivers to adhere to.

I would like to voice my concerns over the proposed restriping of Shannon Parkway between Conemara and
Evermoor Parkway.
I am NOT in favor of any restriping of this section of roadway. if bike paths or turn lanes or other restriping
includes the elimination of parking on Shannon Parkway it is NOT a good idea.
We have lived on Shannon Parkway for 18 years. In that time the bike riders I have observed are minimum in
numbers at best. Usually the riders are very young and ride on the sidewalk or they are "Pro" riders who ride
in packs down the traffic lanes in the street.
Eliminating parking would negatively impact the use of my property and be a great inconvenience to my family
and guests. I can only image my parents who are in their 70's having to park at least a block away or more and
navigate icy and snowing sidewalks because they couldn't park in front of our home.
The way the road is striped now does allow for a buffer if bikers want to ride in the street so there is not a
need to restripe.
Restriping this section of road for bikers is not useful even to bikers as this section does not go anywhere. It
does not connect to businesses or service providers. If you want to try out bike lanes I would suggest it be
tried on 140th street between Chili and the downtown area. If it works there then maybe it can be expanded.
As someone who actually lives on this section of roadway please consider what the residents of this area want
and need.

1 am writing to voice my extreme displeasure is hearing that the city council is considering eliminating parking on Shannon
Parkway in favor of bike lanes. I have lived on Shannon Parkway for 14 years and parking the way it stands now, has
always been an issue. We already are having our neighborhood disrupted with the new sidewalk going in, now you guys
want to get rid of parking on Shannon Parkway?? Do any of you guys live facing Shannon Parkway? ?? Because if you
did you would not be in favor of this. Someone tell me were people are suppose to park when I have guests over,
graduations, BBQ's, anything. I would appreciate if someone would call me on this to discuss. My address is 13895

Honorable Mayor and City Council Members,
My name is Roger Hansen and I reside @ 13809 Shannon Parkway
I was unable to attend the council meeting on December 15`h but since that time I have had the
opportunity to view the Webcast provided by the city. In preparation for the January 12th informational
meeting I am sending this e-mail to share my comments on two specific issues from the December
15th council meeting.
1. Proposed sidewalk on the west side of Shannon Parkway between Connemara Trail and
Dellwood Way.
Shannon Parkway Striping Improvements
Proposed Sidewalk West Side of Shannon Parkway /Connemara Trail to Dellwood Way (Urban
designation)
• My first comment is I do not support the use of the current funds available tin the sidewalk
and trail budget for this specific project.
• My objection to the proposal is based on what I see as not the best prioritizing of the trail
projects as detailed in the 2008 Pedestrian Facility Map
• 1 have been a resident at 13809 Shannon Parkway since August of 1990 (Original
owner /second home to be built on Shannon Pkwy). During my 20 years we have raised 4 children
from elementary through college and have watched this area develop and the population grow
substantially. I believe that the current sidewalk on the east side of Shannon Parkway is more then
adequate to accommodate pedestrian and bicycle traffic today and into the future. Two improvements
that could be made is better marking of the crosswalk at 137th Street and Shannon Parkway and
continued monitoring of excessive speeds on Shannon Parkway. Speed on Shannon Parkway has
been an issue since the road was extended to McAndrews in the early 1990's. The residents in fact
joined together to ask the city to consider changing the speed limit from 40MPH to 35MPH which the
city did in the mid 90's.
LlRather then just disagree to this proposal I would like to offer another proposal which I feel
put the funds to work on a project that I would rate as a higher priority to my subject opposition.
Resident Proposal to Utilize Funds for More Urgent Protect
• 1 suggest that our area would consider completing the sidewalk system on the north side of
Connemara Trail from Shannon Parkway to Diamond Path to have a higher priority then the proposed
Shannon Parkway project.
Advantages
o Completing this sidewalk system would complete the city's plan for the corridor from
Diamond Path on the West to Hwy 3 (So. Robert Trail) on the East.
o The above mentioned corridor a more heavily used pedestrian and bicycle path in this area.
o My unofficial calculations indicate that this proposed sidewalk distance would be .5 miles
vs. .3 miles for the Shannon Pkwy system so not a substantial change in distance.
0 1 walked this stretch of Connemara Trail and found that there were no trees, landscaping,
driveways or other significant objects to contend with for installation of a sidewalk.
o This particular stretch of Connemara Trail borders Connemara Park and today for residents
of the Country Hills Addition - Briarwood community access to park requires crossing 4 lanes of traffic
with no crosswalk. In addition my observation, again as a long time resident, is that excessive speed
is a major concern especially by the park entrances. Having a sidewalk on the north side of
Connemara would make it possible to establish controlled crosswalks to the park.
o In addition to establish a controlled crossing to Connemara Park we would also be able to
complete a controlled crosswalk system at the intersection of Shannon Parkway and Connemara
Trail.
o Finally, using this proposal would finish off the pedestrian crossing system at Connemara
Trail and Diamond Path and culminate with the complete connection to the Apple Valley sidewalk
system west of Diamond Path.
Shannon Parkway Striping- Improvements
• 1 find Option A of proposed striping improvement to be the most palatable simply because it
will allow for necessary on street parking and improved traffic flow.
• Residents on Shannon Parkway require on street parking as no provisions were made in
the original development of this urban section of roadway for off street parking other then standard
residential driveways.
The ability to park (with some city restrictions) has been heavily used by numerous
residents on both sides of Shannon Parkway and I have witness the frequent need over the past 20
years.
• Option D would be another possible alternative however less favored simply due to the
concern regarding vehicle speeds on Shannon Parkway and the safety of bicycle riders.
Conclusion
I have sent a number of a -mails to Mr. Brotzler expressing my opposition to the sidewalk on the west
side of Shannon Parkway and he has been very accommodating with information. I believe that
effective government requires citizens to not only communicate opposition to city plans but also to
help with solutions. I hope you will consider this proposal and my comments for city project #428.
I have copies Mr. Patrick Kavanagh and Mr. Todd Benz on this e-mail. Both gentlemen reside on this
section of Shannon Parkway and support the comments and recommendations.

Dear Council Members and City Engineers,
It was recently brought to our attention that you are considering adding bike lanes on Shannon Parkway. While
at first blush a bike lane would be a nicety for those of us who bike in our area, we also learned that these lanes
would eliminate street parking on Shannon Parkway. We are strongly against any action that would eliminate
street parking on Shannon Parkway.
Although we are a family of bikers, we own a home on Shannon Parkway. As is the same for many of our
neighbors, our driveway is not only small, but is at quite an angle. Many icy winters we have had trouble
getting up our drive way and have needed to park in the street in front of our home. Additionally, we
commonly park in the street when we have company visiting, or are working in our garage.
Again, we strongly encourage you to disregard any action that would eliminate street parking on Shannon
Parkway. Given the size and angle of our driveway, it would be extremely inconvenient for our family to not
have available street parking.

residents.
Pedestrian Improvements
Mr. Brotzler provided an overview of the Pedestrian Facilities lv *,, explained how Delta

Council Member Weisensel stated that when the neighborhood was originally constructed it had
more of a rural feel. Based upon the growth and the families and children currently living in the area
it has become a more traditional area where sidewalks should be on both sides of the street. He
thought the project was a good use of funds for what Rosemount will see more of in the future.
Commissioner Weisensel commented that for the Delta Avenue section there was talk about
eliminating the Dane Avenue section. He questioned if the City was considering any additional
sidewalks in that area. Mr. Brotzler stated it would be approximately 20 -30 years out for
reconstruction of the Dane Avenue area.
Mayor Droste provided information about other sidewalk issues in Rosemount. Mr. Brotzler added
that with these proposed projects the City would really catch a lot of neighborhood streets. From a
spacing standpoint, the two block area spacing to a system provides connectivity for folks. Council
Member Weisensel suggested for the small residential areas to use a four foot concrete walk Mr.
Brotzler cautioned that five feet is already narrow after installation. Council Member Weisensel
commented that he felt more comfortable about the Delta Avenue addition after the information
received at the meeting. Discussion was held about the change from an eight foot walk to a five
foot walk and the types of materials used. Mr. Brotzler stated that by using a five foot walk less
evergreens in the project would be impacted. Discussion was held, regarding the maintenance of
trails and sidewalks. Mr. Brotzler explained that the City curren�ltas less equipment to do the five
foot trails compared to eight foot trails. Council Member We 1 suggested using a porous
pavement. Mr. Brotzler stated that the use of porous p uld be incorporated as an

Delta Avenue have been addressed. He noted that he did not like the concrete boulevard and wants
to see natural gas.
Shannon Parkway Striping Configuration
Mr. Brotzler provided a recap of the striping configuration along Shannon Parkway for discussion
purposed. He stated the feasibility report offered options for consideration and the existing road
width meets the standards as prescribed by MnDOT. He further explained the configurations for
the urban section from Connemara Trail to Evermoor Parkway. The three goals included on-street
parking, center turn lanes and bikes lanes. He stated that only two of the goals are possible. For the
rural section the options are similar. Mr. Brotzler stated he received comments about the traffic
counts noting that the counts provided were pulled directly from the City's transportation plan.
Council Member Shoe - Corrigan stated that there has to be parking along both sides of Shannon
Parkway because of the nature of the houses and the ages of people and children that reside there.
She added that right now there are always cars parked in the street. She stated that she was
supportive of creating a bike plan and incorporating it into the street plan but wanted the bike plan
completed before it was striped into Shannon Parkway. She was undecided about the turn lanes.
Her ultimate preference was a variation of Option D. Mr. Brotzler stated that striping a wider
should now would create a traffic calming effect. In the future there would be the opportunity to
reduce the shoulder to include a bike lane. Chuck Rickart of IM, mmented that widening the
shoulder could cause motorists to use it as a drive lane if no of ;"parked along the street. Mayor
Droste questioned why bike lines are painted on streets.,, dirt responded that bike lanes are
striped so that cars do not encroach upon the area.

of driveways. He added that speed along the road has been a major concern and that narrower lanes
and police enforcement could minimize the speeds.
Roger Hansen, 13809 Shannon Parkway, stated that speed was his number on concern. He opposed
the addition of sidewalks and suggested the installation of sidewalks along Connemara to Diamond
Path. He shared concerns about driveway slopes, replacement of driveways and the City's cost to
maintain the sidewalks. He also wanted the striping configuration to stay the same.
Mr. Brotzler stated that the for the Connemara Trail system the goal is to get residents to a
controlled intersection to cross a collector street. He noted that the sidewalk could be added as an
option to the bid noting the City has the right -of -way and there would be less public involvement
compared to most projects. Mayor Droste favored making the neighborhood safer. City
Administrator Johnson was concerned the additional project would stretch the state aid budget.
Tom Gurney, 13800 Shannon Parkway, favored leaving the striping as is but liked Option D if bike
lanes were added. He shared his concerns about the speeds long Shannon Parkway and read statute
about speed studies stating that the City does not need a speed study to lower the speed limit in the
urban segment.
Further discussion was held regarding the change of speeds on Shannon Parkway. Mr. Brotzler
stated that the City has the right to set the speed in the urban s , is only. He added that signage,
on -street parking, narrow lanes, reduced speeds and a police , ce can help slow the traffic.
Mr. Brotzler talked about discussions with Mr. Johnson ,I&d t ;.,funding of the projects. He
explained the alternates available and the costs for tom; jbundabout Qp it Member Shoe - Corrigan
requested that trees be added to Shannon Parkwaa�;��ie suggested the' wo rk with homeowners
to bring trees in so that the City would not o the trees.
