1. CALL TO ORDER: Eliason called the meeting to oxder at 7:01 p.m.
2. ADDITIONS TO THE AGENDA: None
3. APPROVAL OF THE OCTOBER 28,2016 MEETING MINLTTES: MOTION by Farrell to
approve the minutes of the October 28,2016 meeting. SECOND by Bartz. Ayes: 6 Nays: 0 Motion
passed.

5. DISCUSSION (Response to Audience Input): None
6. OLD BUSINESS: None
7. NEW BUSINESS:
a. Placement of Sidewalks in New Developments —At the Commission's request, Schultz
researched information on standards for sidewalks in cities that are considered to be the most
walkable. He found information on the US Environmental Pxotection Agency,and the US
Department of Transportation/Federal Highway Administration websites. This infoxmation
was included in this month's packet. Schultz reviewed the information and the Commission
discussed the "Bicycle and Pedestrian Program" De�igning Sideavalle.r and Trail.r forAcce.r.r.•Part II of
IL• Be.ct Pr�cctice.r Derzgn Guide from the US Department of Transportation/Fedexal Highway
Administration website. Based on the discussion,the Commission recommended that we
should revise the City's guidelines for Local Streets. MOTION by Young to recommend we
alter our current practices with regard to xeviewing the pla,cement of sidewalks and trails in new
developments. Going forward the pxeferted standard for sidewalk/trail placement for Loca1
Streets is placement on both sides of the street. The Commission will continue to xeview each
case individually. SECOND by Feldhaus. Ayes: 6 Nays: 0 Motion passed.
b. Capital Improvement Program (CIP) Budget—Project Planning—Schultz reviewed the
Parks and Recreation items included in the CIP budget for 2017 and the next 10 years. Nelson
mentioned that he would like the Parks Commissioners to join the City Council on a bus toux
in early January to visit facilities in other cities such as Shakopee,Victoria, Edina or St. Louis
Paxk. He would like to do another City Council/Parks and Recrearion Commission bike tour
of City parks in the spring, too.

At last month's meeting, Schultz askeci the Commission to choose their top five pxojects fYom
the Pa.rks and Recxeation Project List that was included in the Octobex packet. The updated
Paxks and Recreation Commission Priority Project List is as follows:
• Flint Hills Athletic Fields—Include 3 natural gtass fields, 1 artificial turf field with lights,a
track and dome,and pickle-ball courts.
• UMore Ball Field Project—2 youth fields and concession stand.
• Central Park/Splash Pad—Plaza, fire pit and playground.
• Skate Park Equipment Replacement—New pad and equipment.
• Restore Natural Resources in Carroll's Woods/Schwarz Pond Park—Develop a natural
Yesources management plan and xestore the natuxal resources/remove buckthorn.
• Addition of a Full Size Indoor Ice Sheet—Develop a new full size ice sheet.
As he was xeviewing the Parks and Recreation items in the CIP budgets for the next several
years, Schultz noted that when it comes to building parks,we often receive parks dedication for
a few units at a time,which makes it difficult to fund them. He will discuss this with the City
Administrator to see if other funds may be available for building parks, and could then be
reimbursed when we receive parks dedication.As the CIP budgets for various yeaxs were
reviewed,it was noted that the Skate Paxk Equipment Replacement was not included anywhere.
Schultz e�lained that this item had been placed in a general category instead of having its own
line. He will ask the Finance Ditector to add$125,000 for Ska.te Park Equipment Repla,cement
as a separate item in 2018. Schultz will double check that Item 16, UMore Ball Field
Improvements—Phase 1, $900,000 is supposed to be listed in the 2017 CIP budget,as Item 5
in 2018 is for UMore Ball Field Improvements—Phase 2, $900,000. Schultz will also ask that
Future Item 6, Erickson Paxk Tennis Courts—Phase 2, on page 11,be removed. He will check
on all of the othex Parks and Recreation items listed for Future on page 11,as some of them
may already be accounted for elsewhere in the CIP budget. It was mentioned sevexal times
during the CIP discussion that the City should be looking into purchasing land now for
facilities that will be needed im the future. Per Schultz,we also need to step back and decide
what we need as a community and what projects have public support. It would be useful to do
a survey of residents to see what facilities they would support. MOTION by Bartz to
xecommend that the City Council approve the CIP Budget as presented in the Parks and
Recreation Commission Packet with the following modifications: The addition to 2018 of
$125,000 for Skate Park improvements,and removal of Item 6, Erickson Park Tennis Courts—
Phase 2 from the Future projects. SECOND by Young. Ayes: 6 Nays: 0 Motion passed.
SECOND MOTION by Young to add Indoor Court Space back onto the Priority Pxoject
List and keep it on the list until the needs for this a.te met. SECOND by Farrell. Ayes: 6
Nays: 0 Motion passed.
c. Director's Report-The paxk impYovement fund bala,nce as of October 31,2016 was
$390,804.19. No dedication fees were received. There wexe no grants or donations. Interest
was $51.71. TheYe wexe expenditures of$12,791.50 for Ailesbury Park construction and a new
park sign.
Land Value Analysis—Evergxeen Land Services is in the process of conducting a land value
analysis to help in setting parks dedication fees. We should have the analysis by mid-December.

Regular Meeting
SORR Event—A mom-son event hosted by the South of the River Recreators (Apple Valley,
Eagan, Farmuigton,Lakeville,Rosemount and Savage) was held on November 5. This year's
event had a construction theme, and 59 couples attended.
Here Comes Winter—Temporary hockey rink boaxds wexe recendy put up at Jaycee Paxk, so
that rink is ready for flooding as soon as it's cold enough. The temporary warming sheltex foY
Bloomfield Park will be delivered soon. The gaxden plots have all been cleaned up and roto-
tilled.
Halloween Event—This year's event was well attended despite the rainy weather. Over 1,600
people walked the trail. 5201bs. of food was collected and donated to the local food shelf.
Commission Meeting in December 2016—The Decembex Commission meeting falls on
Monday,December 26,which is a holiday fox City staff and offices are closed. Schultz asked if
the Commissionexs would be availa.ble to meet on Monday,December 19 instead. That date
worked for the Commissioners in attendance, so the meeting date was changed to Monday,
December 19.
Central Park Pavers—New concrete pavers, some of them engraved,were xecently installed
around the Central Park shelter. 'These new pavers replaced the deteriorating brick pavers that
had been in place for many years.
8. ADJOURNMENT - MOTION by Young to adjourn the meeting. SECOND by Farxell.
Ayes: 6 Nays: 0 Motion passed. The meeting was adjourned at 8:46 p.m.
