ISSUE The fee schedule is updated on a yearly basis upon review of frequent fees established by City departments. After the adoption of the 2010 Schedule of Rates and Fees in December, staff found amendments to the resolution were necessary within the Public Works and Engineering Department fees listing. The proposed changes are highlighted in the draft resolution attachments. SUMMARY Earlier this year, staff received an inquiry about the application of the new tiered water rates adopted in December, 2009 to irrigation meters under the control of Homeowner's Associations. Irrigation meters were not specifically addressed in the December, 2009 resolution, but rather were treated as other residential properties. At the June 9, 2010 Council work session, staff proposed a new rate category specifically for irrigation meters, whether commercial or residential. After reviewing the rates of other area cities, an irrigation rate of $2.00 per 1000 gallons was proposed. This rate is also consistent with the top commercial rate as well as actual rates typically paid by other residential properties. Further, the top residential rate of $2.75 per 1000 gallons is proposed to be eliminated, leaving the top residential rate at $1.90 per 1000 gallons. After discussion, Council directed staff to prepare the appropriate amendments to the water rates to be effective immediately. RECOMMENDATION Staff recommends approval of revisions to the fee schedule for water rates to incorporate the new irrigation meter rate and the elimination of the top rate tier rate for residential property. WHEREAS, the City Council has reviewed the 2010 Schedule of Fees and Rates and recognizes the need to amend certain rates and fees for 2010; and WHEREAS, the City Council has found the need to amend certain Public Works and Engineering Department fees as described on Attachment 1. THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemount, that it adopts the attachment amending Public Works and Engineering Department fees. ADOPTED this 15th day of June, 2010 by the City Council of the City of Rosemount. William H.
